NASA/GSFC plans to issue a Request for Proposal (RFP) on a sole source basis to AlliedSignal Technical Services Corporation (ATSC) for extension of the Consolidated Network and Mission Operations Support contract. This contract provides mission operations and systems engineering services in support of the Mission Operations and Data Systems Directorate. This extension will provide continued support until the award of a separate competitive procurement for Consolidated Space Operations planned for the fourth quarter of FY 98. ATSC is uniquely qualified to provide the complex, specialized and widely geographically dispersed support and services without substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency's requirements. The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), only one responsible source. Any other firm desiring consideration is requested to fully identify its capability or submit a proposal within fifteen (15)days of publication of this synopsis to the Goddard Space Flight Center office and individuals listed. RFP will be release on or about 30 days after publication of this synopsis in the CBD. Firm date for receipt of proposals will be stated in the RFP. See Number Notes 22 and 26.
