(NRA) will solicit proposals that offer new and innovative solutions to
address NASA s technical and programmatic challenges under the broad
areas of launch assist (such as magnetic lifter technology) and
revolutionary rockets (such as pulse detonation rocket engine
technology). The Government s intent is to enhance US commercial space
launch competitiveness by developing advanced technologies for
application to future transportation systems. The long range goal is to
significantly reduce the cost of access to space, in-space
transportation and lunar and planetary propulsion. Proposals should
focus on proof-of-concept experiments and technology demonstrations.
The NRA which contains a more detailed description will be released
approximately 15 days after publication of this notice on the NASA
Acquisition Internet Service (NAIS) and in the Commerce Business Daily
(CBDNet). The firm date for receipt of proposals will be stated in the
NRA. Written requests for copies of theNRA should be submitted to James
Bailey/GP54L, Marshall Space Flight Center, Huntsville, AL 35812 or fax
205-544-1630. An omsbudsman has been appointed, see Note B. All
responses to this synopsis will be added to the mailing list for the
NRA. All responsible sources may submit a proposal which shall be
considered. Proposals will be evaluated by peer and/or technical
reviews in two cycles, the first 60 days after release of the NRA, and
