Officer Fred J. Strickland. (Site Code DACA05) The Government plans to
award an indefinite-delivery, indefinite-quantity service contract for
professional archeological services and studies to include all aspects
of archeological inventory, recordation, reporting, evaluation,
testing, research, mitigation, and associated technical and laboratory
analyses, etc., or portions thereof. The contract will support the
cultural resources management requirements of the Marine Corps Air
Ground Combat Center Twenty-nine Palms, San Bernardino County,
California. Services will include conduct of field inventories;
recordation of prehistoric, ethnographic or historic archeological
sites; evaluation of sites for the National Register of Historic
Places; subsurface sample excavations; archeological excavations;
scientific laboratory analysis of artifacts and associated
paleoenvironmental indicators; scholarly research; publication of
findings; and preparation of separate training areas, all but four of
which are available for live-fire military training exercises;and on
other lands dedicated primarily to infrastructure and support
functions. In addition to professional qualifications, experience, and
capabilities required for this solicitation, all supervisory
archeological personnel must have documented work experience with
live-fire situations, and demonstrate the ability to recognize
unexploded ordnance, and other operational hazards present at a
Department of Defense desert combat training facility. The contract
will have a basic contract period (365 calendar days after contract
award) and four option years (options are exercised at the discretion
of the Government). Each year's contract amount will be Not-to-Exceed
$750,000. As the need for service under this contract arises, the
Government will issue individual delivery orders with specific scopes
of work describing the requirement. The aggregate of all delivery
orders written during a contract year will not exceed $750,000. Excess
contract capacity may be used, at the discretion of the Contracting
Officer, elsewhere within the legal boundaries of the Mojave Desert;
for activities of other DoD or Federal agencies within the geographic
Mojave; and by any element of the South Pacific Division Corps of
Engineers. This procurement will be conducted under SIC code: 8999. The
size standard for this SIC code is: $5.0 million. The acquisition
method is negotiated procurement. A technical and cost proposal will be
required. Evaluation by the Government will result in selection of firm
that represents the best value to the Government. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 55.0% for small business, 8.5% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Solicitations for this project must be
ordered by the CUTOFF DATE of 28 Mar 1997 to ensure receipt of
solicitations. Orders received beyond the CUT OFF DATE will not be
honored. There is NO CHARGE for the solicitation. Because a limited
number will be reproduced, copies are limited to one set per firm.
