This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number is
DACW61-97-R-0018 and is issued as a Request for Proposal (RFP). The
Government intends to negotiate solely with CliniComp International,
Clinical Computer Systems, 9655 Towne Centre Drive, San Diego, CA
92121, for a firm fixed-price contract. The solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. The standard industrial classification
(SIC) is 3577; the small business size standard is 1000 employees. Line

additional cost to the Government). PERFORMANCE SPECIFICATIONS: Line
Item 0001-The CliniComp, Intl. System runs on two fully redundant
central computers under the UNIX operating system (AT&T System V,
compliant with POSIX 1003.1-1990). These systems support Symmetric
Multiprocessor operation and are classified as supercomputers due to
their exceptional processors, overall high through-put and main bus
speed. This architecture provides the ability to increase performance
incrementally. The resulting scalability allows for future upgrades and
represents a cost-effective solution for CIS applications. The system
is designed in such a way that no single point of failure will prevent
its operation or prevent access to patient data. In the event of a
lost of one of the systems, remote display stations automatically
reconnect to the remaining central system. Operation is continued with
all data intact and full system capability. The CS-R60 system shall
provide the capability for Composite Health Care System (CHCS) to
transmit Admission, Discharge, and Transfer (ADT), registration,
Clinical Chemistry (CH) test results, and master file notifications to
the CliniComp system. Pre-defined patient-related events, such as
admitting a patient, canceling an admission, or merging a patient,
automatically trigger CHCS to transmit administrative and clinical data
that shall be received by the CliniComp system. In addition the CS-R60
shall interface with the existing CliniComp Patient Archive & Query
Server-Global Data Base and the CHCS-LAB system. The CliniComp system
is used as an aid to monitor patients (usually those in Intensive Care
wards) by graphing the results of selected CH Laboratory tests. The
interface sends certified and/or amended patient test results to
CliniComp precluding the need for manual entry The CS-R60 Redundant
System consists of: 2 ea-UNIX Server SMP with 1 Processor; 2 ea-128 MB
Memory, 2GB Sys Disk; 2 ea-8.6GB SCSI-2 fast, wide Differential Disk;
2 ea-System Console; 2 ea-Serial Server Ethernet 8 RS-232; 2 ea-UPS
with 60 minutes Capacity; 2 ea-System Cabinet 72"; 1 ea-Router. Line
Items 0002 and 0003-Color resolution 17" display stations, 1280 x 1024
pixels resolution with 10 BaseT Ethernet interface. Includes IBM 101
keyboard and pointing device. Physical dimensions of display and base
not to exceed a height of 18.4", width 18", depth 16", and weight of 44
lbs. Power: 110/230 VAC, 50/60 HZ, 100 watts @ 115 VAC. Rear cable
clearance 2". Line Item 0004-Cart Mount for Display Stations or Flat
Panels, keyboard and pointing devices. Includes integrated power cord
and signal cable. Line Item 0005-Physiological Monitoring interface
compatible to current proprietary software configuration for 10 patient
beds. Data acquisition interface box: eight shielded RJ45 connectors,
RS232C at 300 to 38,400 baud rate, 5 watts power via network cable, no
AC power, UL544 approved, weight 0.648 Kg, wall bracket included.
Capable of acquiring both parameters and waveforms from all supported
instruments. Line Item 0006-Powered patch panel used in wiring closet.
Each DAS-PP8 can support up to 8 of any combination of DAS-8MCU,
DAS-12MCU or DAS-16MCU. Line Item 0007-The SI-2000H allows users to
interface the CliniComp, Intl. Clinical Information System to foreign
computers via a single Ethernet connection. This interface may be used
for HL-7, terminal emulation or other communication requirements such
as PC access using X-Windows or ODBC drivers. The physical interface
is 10Base2 or 10BaseT and is located at the CIS computer site. This
SI-2000H functions as a translation router (i.e. it routes TCP/IP
packets and translates addresses for compatibility issues). It also
acts as a gateway for interconnectivity of devices such as terminals to
be used for applications such as Terminal Emulation (IBM 3270, DEC VT
Series, etc.). Line Item 0008-Software is required for the operation of
the SI-2000H. The software provides address translating router
functions and serves as a gateway for terminal emulation and other
secured (isolated) network-to-network functions. Line Item
0009-Printer/Spooler software routes CIS reports and provides
accounting of all reports. Line Item 0010-Fetal monitoring remote
display software must be compatible with existing network. Provides
central monitoring of fetal traces and maternal charting capability.
Remote or central display of waveforms, supporting up to 9 strips
simultaneously . Zoom window capability. Visual and audible alarms set
on a per strip basis, or as a default for rate parameters.
Non-standard alarm settings displayed on screen. FDA approved, minimum
FDA 510K rating. Continuous fetal monitor trace readings stored as
part of the patient record. Line Item 0011-Is workstation software and
licenses for 35 workstations. Line Item 0012-Industry standard IEEE
802.3 Ethernet 10BaseT network cables, unshielded twisted pair Ethernet
connections, level 5 cable. Connect the network to each device on the
system. Line Item 0013-Industry standard IEEE 802.3 Ethernet
off-the-shelf repeater (6 ea.) with 10 ports each. Located in
communications closets and connect the system to the back-bone fiber
infrastructure. Line Item 0014-Required compatibility with existing
proprietary network, all parameters and waveforms from all supported
instruments. Line Item 0015-On-site 5-day System Manager training,
includes training materials. Line Item 0016-Labor and delivery
software, customized screens. Must be compatible with existing
proprietary network configuration). System flowsheets are characterized
by rows sorted into sections and intersected by expandable time
columns. Flowsheet rows are configurable by health care facility based
on the type of procedural area, by each unit within the health care
facility and by clinician or on a per patient basis. In addition, the
functions within the flowsheet application are consistent throughout
the system and can be configured per flowsheet section. Healthcare
facilities use the flowsheet application when configuring screens to
chart patient physiologic data, fluid balance, medication
administration, neurological assessments, treatments and laboratory
data. Approved physician and nursing orders are added to a flowsheet
from Standard Order sets or individual orders via a keystroke of the
Order Entry function. In addition, flowsheet sections can be further
tailored by the clinicians with the Add Row feature in which rows may
be added in groups or individually from choice lists. Each row added
can then be stopped and restarted as needed. Patient data may be
entered automatically from interfaced patient monitors and ancillary
systems, manually in free text or from health care facility-defined
choice lists. With a single keystroke, monitored parameters can be
transferred automatically into the corresponding flowsheet time column.
The data retrieved from a monitor is then stored to the patient's
permanent chart by the clinician. Free text annotations can be appended
to any flowsheet cell and later edited with the complete edit history
available for review. Line Item 0017-The contractor shall provide on
site maintenance within two (2) hours of receipt of call. Delivery
shall be made FOB destination within thirty (30) days of contract

The provision at FAR 52.212-1 Instructions to Offeror-Commercial Items
is applicable. Award will be made to the lowest offer technically
acceptable. Offerors must include a completed copy of the provision at
