Preservation Services in Hawaii, Guam Commonwealth of the Northern
Mariana Islands, and Other Locations in the Pacific. -- Historic
preservation services as used herein refer to the conduct of
archaeological surveys, monitoring, data recovery and other tasks
related to the inventory, conservation and protection of archaeological
and historic resources, in compliance with the Dept. Of the Navy's
OPNAVINST 5090.1, NAVFACENGCOMINST 11010.70, the National Historic
Preservation Act of 1966, as amended, and other Federal statutory
requirements. Contracted tasks will be in Hawaii, Guam, the
Commonwealth of the Northern Mariana Islands (CNMI), and elsewhere
under the cognizance of Pacific Division such as Wake Island, Midway,
Japan, Singapore, Australia, and Diego Garcia.-The Government intends
to make multiple awards from the responses to this solicitation,
however, a single award may be made. This will be an Indefinite
Quantity type contract under which work will be required on an "as
needed" basis, intermittently during the life of the contract. The
contract includes for a base period and four (4) option years. This
procurement is being solicited as competitive negotiations utilizing
formal Source Selection Procedures. Proposals will be evaluated on the
basis of price and technical factors. The Government intends to
evaluate proposals and award a contract without discussions with
offerors (except communications conducted for the purpose of minor
clarification). Therefore, each initial offer should contain the
offeror's best terms from a cost or price and technical standpoint.
However, the Government reserves the right to conduct discussions if
later determined by the Contracting Officer to be necessary. A portion
of the technical proposal will be presented orally. The following
technical evaluation factors, listed in relative order of importance,
shall be used to evaluate each proposal. Factors which are to be
presented orally are indicated. Factors 1 and 2 are of equal
importance, and are more important than factors 3 and 4. Factor 3 is
more important than factor 4.Subfactors are listed in relative order of
importance. (1) Method of Operations: Subfactors are a) Quality Control
(ORAL), b) Proposed Approaches to Sample Projects, and c) Safety
(ORAL). (2) Past Performance, Personnel, and Experience: Subfactors are
a) Past Performance as a Prime Contractor, b) Current Staff and
Organizational Chart, c) Staffing Support for Simultaneous Projects,
and d) Specialist Support.(3) Resources: Subfactors are a) Field and
Office Equipment Support (ORAL) and b) Laboratory Analysis Facilities
and Long-Term Curation and Storage Facilities (ORAL). (4)
