Officer, 904-882-3377/78. The Air Force Development Test Center, 16th
Test Squadron (16 TS), Eglin AFB, FL (EAFB) is contemplating the award
of a sole source Firm-Fixed-Price (FFP) contract for one year with one
one-year options to ITT Avionics Division, 100 Kingsland Road, Clifton,
NJ 07014-1993 . Sustaining Engineering Services will consist of
recurring efforts in support of B-52 electronic combat (EC) operational
test requirements. Efforts will directly support the hardware and
software maintenance, operation and technical capabilities of the
AN/ALQ-172 mockup and associated support equipment located in the B-52
Laboratory Facility. Specific tasks include periodic and preventive
maintenance of the hardware, software and associated support equipment;
necessary operational checks of the AN/ALQ-172 system and the
associated special test equipment (STE); on-site troubleshooting and
anomaly resolution of the AN/ALQ-172 system, associated STE and data
collection and reduction equipment; systems operations training; data
reduction and analysis; foreign material exploitation (FME); and
provide an interface with ITT for access to their engineering database
of detailed technical history, design qualifications, test data, and
research information. Period of performance is from the date of
contract award through 30 September 1998 with a one-year option. One
full-time on-site engineer will be required for this contract. All
contractor personnel must be United States citizens and must possess
and maintain a Secret security clearance. Contractor must have a prior
and detailed working knowledge of the design, operation and
maintenance of the AN/ALQ-172, the 16 TS test laboratory requirements,
B-52 special test equipment, special B-52 instrumentation and data
reduction software, B-52 aircraft systems, and their interfaces with
the B-52 AN/ALQ-172 system. The contractor must be familiar with the
technical theory and application of VAX architecture and programming,
Versa Modular European (VME) based computer systems, X-windows
programming and applications, ETHERNET local area networks, and
Military Standard 1553B data bus operations. Prospective offerors
should have a working knowledge of EC principles and equipment to
include radar receiver and transmitter systems, advanced digital signal
processing and transmission line, antenna and electromagnetic wave
theory. This acquisition will be pursued on a sole source basis because
ITT retains the engineering database required to perform the efforts
required. All responsible sources may submit a proposal which shall be
considered by the Air Force. Interested parties must submit a
capabilities package which addresses all requirements listed in this
announcement no later than 5:00 p.m. CST, 11 APR 97. This synopsis is
