Environmental Protection Agency's Office of Solid Waste and Emergency
Response desires to obtain analytical and technical support for the
Chemical Emergency Preparedness and Prevention Office (CEPPO). It is
anticipated that this will be a competitive, cost-plus-fixed fee
contract. CEPPO is responsible for national programs in preparedness
for, response to, and prevention of chemical accidents and in response
to environmental aspects of emergency response to national disasters.
CEPPO implements requirements under the Emergency Planning and
Community Right-to-Know Act of 1986, CERCLA, the Clean Air Act, the Oil
Pollution Act, the Stafford Act, and other statutes. Programs under
CEPPO involve elements of local, State and Federal Government,
industry, public and private organizations, and international
organizations. Under this procurement, the contractor will assist in
providing a broad range of technical support activities including
analyses, research, and technical assistance in the areas of prevention
of, preparedness for, and response to accidental releases of hazardous
materials into the environment. The anticipated release date for the
Request for Proposals (RFP) is April 7, 1997. The anticipated
level-of-effort provides for a one-year base period of 26,597 direct
labor hours in the base quantity, with optional quantities potentially
totaling 13,433 direct labor hours; and three one-year option periods
of 26,597 direct labor hours each in the base quantity, with optional
quantities potentially totaling 13,433 direct labor hours for each
option period. The total potential level-of-effort is 160,120 direct
labor hours. The purpose of this CBD announcement is to notify
potential offerors of EPA's requirement, generate the source list, and
to direct interested parties to the EPA's "Doing Business with EPA"
Internet World Wide Web site for further information on this
procurement as it becomes available. The RFP, amendments and other
related items for this procurement will be posted on this Web site and
