Center for Substance Abuse Treatment (CSAT) within the Substance Abuse
and Mental Health Services Administration (SAMHSA) intends to
negotiate multiple sole source contracts with Alcohol and Drug Abuse
Agencies of the States and Jurisdictions of the United States who are
recipients of Substance Abuse Treatment and Prevention Block Grant to
develop and conduct a family of State demand/needs assessment studies
for substance abuse treatment. It is intended that this RFP will result
in up to eight (8) three-year contracts. This RFP will be limited to
those states which have initial Needs Assessment contracts currently
expected to expire prior to December 1997. The methodologies to be
employed by the States in their family of studies will be identified
through a consensual approach. Successful offerors must demonstrate the
availability of a group of highly skilled analysts in the areas of
epidemiology, social demography, economics, addiction medicine, and
statistics to conduct these studies and extensive State-wide and
community-wide need estimation projects. Offerors will be required to
develop a work plan for the studies to establish the activities for
each year of the contract. The plan shall describe the studies to be
developed and provide a schedule and an outline of required resources
and staff responsibilities for accomplishing them. The successful
contractor(s) shall develop detailed protocols for each study. Upon
completion of the survey field work or other analytical tasks, findings
on the prevalence and incidence of the core variables and the special
variables of interest shall be developed. States shall submit an annual
report summarizing the studies completed to date and the findings. This
procurement is authorized under the authority of 41 U.S.C. 253(c)(1) --
Only One Responsible Source. A request for proposal package will be
provided to each State and Jurisdiction eligible for award and they
need not request a copy. The estimated date for issuance of this RFP is
April 7, 1997 with responses due approximately thirty days later. The
solicitation may be obtained in either of two ways; electronically, by
downloading a file from the SAMHSA Bulletin Board System (BBS) at 1
(800) 424-2294 (8, N, 1) or by mail. Files will not be made available
on the BBS until on or after the estimated issuance date. Download
instructions are posted on the BBS. Once downloaded, you should
determine if you have a continuing interest in the RFP. If so, you must
either write the individual identified above that you wish copies of
amendments to the RFP (if any) sent to you by mail or check the BBS
regularly for amendments which will also be posted there and can be
downloaded electronically. You may choose either method for obtaining
amendments. Note, however, that if you rely on the BBS for obtaining
amendments, at this time we have no way to assure, and will therefore
assume no responsibility for assuring, you have downloaded these
amendments. Requests for copies of the RFP to be mailed must be made in
writing and will be honored if received within twenty calendar days
after issuance of the solicitation. Requests received after this period
will be filled on a first-come, first-served basis until the supply is
exhausted; however, there is no assurance that copies requested after
the twentieth day will reach the requestor before the due date for
receipt of responses. Telephone requests will not be honored. All
responsible sources may submit a proposal which shall be considered by
