BRIEFING FOR INDUSTRY The Naval Research Laboratory (NRL) announces a briefing of a new fleet volume surveillance radar (VSR) at NRL, 4555 Overlook Ave., S.W., Washington, DC, Bldg. 226 on 15 April 1997 from 9:00 a.m. to 12:00 p.m. Participation is limited to a maximum of five (5) attendees per industry organization with possible further limitation pending a larger-than- expected response. The meeting will be held at the SECRET level. Security clearances should be faxed to (202) 404-8687, Attn: Ms. Lynda DuBrule (202) 404-1864, by 07 April 1997 for registration to attend. Cleared attendees should proceed directly to NRL's main gate on Overlook Avenue and identify themselves to the guard before continuing on to the briefing site. Since parking availability is limited, car pooling among an organization's attendees is strongly encouraged. Directional signs, leading from the main gate to Building 226 and available parking, will be provided. The Navy is considering the procurement of a new fleet VSR for their surface combatants.The VSR would replace the aging AN/SPS-48 and AN/SPS-49 series radars and would typically be installed on non-AEGIS type ships. One of the new radar's missions could be to provide tracking of threats such as aircraft, missiles, UAVs, and helicopters with rapid hand-off to engagement systems. Other missions could include situational awareness, air traffic control, and fire finding. The tentative radar coverage is 360 degrees in azimuth, 70 degrees in elevation, to 120,000 ft. in height with an instrumented range of 250 nmi. The VSR must be capable of operating in a littoral environment contaminated by land, sea, precipitation, bird, large discrete, and other clutter as well as by hostile radiated signals. The Navy is interested in having an EDM of the VSR ready for installation by the year 2003. Innovative procurement strategies will be considered. The Government plans to brief industry in order to provide information on the Navy's consideration of the VSR.
