745-8467 Invitation for Bids No. 688-48-97 is a combined
synopsis/solicitation for commercial items for the Veterans Affairs
Medical Center (VAMC) in Washington, DC, prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information in this notice (SIC Code is 4953). This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation WILL NOT BE ISSUED. Contract performance period
will be for one year from the date of award and is subject to the
availability of funds. Contract may be amended for two (2) one-year
options in accordance with the clause at 52.217-9, Option to Extend the
Term of the Contract. Contractor shall furnish all labor, equipment,
tools, parts and materials required to remove trash (general waste) and
pathological waste (body parts and chemotherapy) for the Department of
Veterans Affairs Medical Center, 50 Irving Street, N.W., Washington,
DC 20422. The Contractor shall be responsible for the collection and
disposal of waste items to an authorized landfill waste site in
accordance with Department of Transportation, EPA and all state, local
and Federal laws regulating the waste industry. The following terms,
conditions, provisions, and schedules are applicable to this
solicitation. Schedule of Services: [1A] Pick-up, haul, dump, and
return One (1) Government-owned Sani-Pak 40 Cubic Yard Container, Two

Compactor Three (3) Times Per Week Est. Quantity - 144; Unit -- Hauls,
Total Cost $___; [3] Provide/Dump One (1) Contractor-Owned Open Top 40
Cubic Yard Container Three (3) Times Per Month. Est. Quantity -- 36,

(1)Contractor-Owned 4 Cubic Yard Containers Two (2) Times Per Week,

Pathological Waste Removal/Disposal on an On-Call basis, One (1)Time

shall provide an Aggregate Total for items 1 through 5 for the Base
Year, Option Year I and Option Year II, and a Grand Total for All Three
(3) Years. DESCRIPTION OF WORK -- [1A] Government-Owned Sani-Pak
Container: Contractor shall provide labor and materials to disconnect
One (1)Government-Owned 40-cubic yard, Sani-Pak refuse container from
the Sani-Pak compactor(Sani-Pak contains medical waste which upon
proper sterilization, through the Sani-Pack, becomes general waste).
The Sani-Pak refuse container shall be disconnected from the
compactorby the contractor prior to removal from the VAMC; hauled to
and dumped at an authorized landfill waste disposal site; and returned
back to the VAMC and be reconnected to the compactor by the
Contractor. The Sani-Pak container shall be picked-up and returned on
the same day before 8:00 a.m. on Tuesdays and Fridays or as otherwise
designated by the VAMC. [1B]Disposal fee (Estimated 10 tons per haul):
The Contractor shall adhere to the existing rates for the cost of
disposal, charged by the District of Columbia, Department of Public
Works, Public Space Maintenance Administration, waste disposal sites
for: Mixed Solid Waste and Recyclable Commodities. Weight tickets shall
be identified on invoices by date weight and location. All weight
tickets shall be attached to the invoice. [1C] Pick-up/box, haul, and
dispose of Contaminated Waste at an Environmental Protection Agency
approved incinerator. The Contractor shall be responsible for boxing
unsterilized medical wastein the event that a load from the Sani-Pak is
deemed unacceptable after inspection bylandfill personnel. If such an
unsterilized load is found, the Contractor shall be responsible for its
retrieval which shall include packing of all unsterilized loads, in
lined boxes, sealing and hauling the unsterilized load to an EPA
approved incinerator. [2] Provide and Dump One (1) Contractor-Owned 8
Cubic Yard Self-Contained Compactor: Contractor to provide to the VAMC
one 8 cubic-yard, self-contained compactor for food waste from
Dietetic Service. Container shall be emptied no less than three (3)
times per week on Mondays, Wednesdays, and Fridays. Return of the
container to the VAMC shall be no later than 8:00 a.m. on pick-up
days.[3] Provide/Dump One (1) Contractor-Owned Open Top 40 Cubic Yard
Container: This container, shall be labeled VAMC, and is to be used for
general waste. It contains no medical waste. Contractor shall dump the
container on an as-called basis (Est. at three (3) times per month)
and must return the container within two (2) hours after pick-up. [4]
Provide/Dump One (1) Contractor-Owned 4 Cubic Yard Container One(1)
Time Per Week. Contrator shall provide/dump general waste from
container located at the Department of Veterans Affairs, Drug
Rehabilitation Treatment Center at 50 Patterson Street, Washington, DC
20422; [5] Provide Pathological Waste Removal/Disposal on an On-Call
basis. Contractor shall provide boxes, NO-LEAK liners and
transportation on an On-Call Basis (Est. at 4 times per month), for
removal/disposal of pathological waste (body parts and chemotherapy
waste.) This load shall be identified and kept separate from other
loads entering any general waste landfill. The contractor shall be
responsible for the transport/handling of the pathological waste (which
shall be treated as medical waste) and its disposal at an EPA
authorized facility. GENERAL REQUIREMENTS: Any debris scattered by the
Contractor on the Medical Center grounds MUST be recovered and removed
by the Contractor immediately. Anyviolation of this requirement could
lead to the possible termination of services. The compactor area must
be left in a sanitary condition. Any leakage or scattering of waste
while in transit must be recovered by the Contractor in accordance with
all Federal, State, and localregulations. Any damage to the
Government-owned, compactor/container, or VAMC property caused by the
Contractor's personnel during the performance of this contract shall be
reported to the Contracting Officer or his or her designee immediately
and shall be repaired by the Contractor to the satisfaction of the
Contracting Officer or his/her designee. Such repairs shall be
completed in a timely manner so as not to disrupt the day-to-day
business of the Medical Center. Contractor is responsible for obtaining
all necessary permits, licenses and necessary documentation in order to
comply with all Federal, state, and local laws, regulations and
ordinances applicable to the transportation and handling of solid waste
and regulated medical waste as performed under this contract.
PERFORMANCE: The Contractor must schedule hauls with the Chief or
General Foreman of Environmental Management Service at the VAMC.
Pickups shall be scheduled so that the containers are returned to the
Medical Center no later than 8:00 a.m. on the same day. This is to
enable Medical Center personnel to plan for clean up of area while
container is out and to prevent unnecessary disruption of work in areas
affected by exhaust fume build ups. Any deviation from this schedule
due to circumstances beyond the Contractor's control (such as inclement
weather or additional hauls required by the Medical Center in addition
to regularly scheduled hauls) must be coordinated with Environmental
Management Service no later than 8:30 a.m. on the day of pick-up. It is
anticipated that routine pick-up and dump schedules can be established.
However,these will remain subject to change according to the needs of
the Government. If a Federal Holiday falls on a regular pick-up day,
services shall be rescheduled for the following workday. INSPECTION:
The right is reserved to thoroughly inspect and investigate the
establishment,vehicles and supplies and other qualifications of any
bidder and to reject any bid, irrespective of price, that shall be
administratively determined lacking in any of the essentials necessary
to assure acceptable standards of performance. If any equipment is
added or replaced after inspection,subsequent to award of contract, it
shall be inspected and approved by the Contracting Officer before
being placed in use under this contract. DRIVERS: The right is reserved
to inspect the drivers' licenses and driving records and other
qualifications of employees as to capabilities of performing the duties
necessary to assure acceptable standards of performance subsequent
toaward of contract. EVIDENCE OF INSURANCE COVERAGE: Before award of a
contract, the contractor shall furnish to the Contracting Officer, a
Certificate of Insurance which shall contain an endorsement to the
effect that cancellation of, or any material change in, the policies
which adversely affect the interests of the Government in such
insurance shall not be effective unless a 30 day written notice of
cancellation or change is furnished to the Contracting Officer.
QUALIFICATIONS: Offers will be considered only from bidders who are
regularly established in the business called for and who are
financially responsible and have the necessary equipment and personnel
to furnish service in the volume required for all the items under this
contract. The successful bidder shall meet all requirements of Federal,
State and City codes and ordinances regarding operations of this type
of service and shall be required to submit prior to contract award a
letter in duplicate fully describing the make of vehicle(s), model and
year which he/she agrees tofurnish under this contract, copies of the
drivers' licenses of operators of the vehicles under this contract and
proof of insurance. Solicitation documents and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-45. U.S. Department of Labor Employment Standards Administration
Wage and Hour Division Determination No. 94-2103, Rev. No. 10, dated
2/3/97, applies to this acquisition. Payment will be made in arrears on
certified invoices showing purchase order number assigned and contract
number. Offerors must include a completed copy of the provision at
