Guard (USCG) intends to issue a sole source solicitation to Kodiak
Electric Association, Inc. (KEA) of Kodiak AK to provide steam for the
Integrated Support Command (ISC) Kodiak AK for a ten (10) year period.
This source was selected as the steam will be produced as a waste heat
by-product of KEA's gas turbine generator and thus, is considered the
most economic and efficient means for obtaining the steam. The Coast
Guard's maximum steam consumption is approximately 70,000 pounds per
hour. The USCG will purchase steam from KEA, only when price, and other
factors considered, it is most the most advantageous to the Government.
The purchase of this steam will be supplemental to the steam presently
being produced by ISC Kodiak. It is estimated that KEA can supply a
maximum of 28,000 pounds per hour, which is the maximum the USCG may
purchase from KEA. The proposed action is for services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Interested firms may identify their
interest and capabilities to respond by submitting technical
information which demonstrates their capability to provide steam.
Capability must be in accordance with all environmental standards and
regulations of the Federal, State and local Governments. This notice of
intent is not for a request for competitive proposals. THERE IS NO
SOLICITATION AVAILABLE. Interested persons who are able to provide the
required services may identify their interest and capability by
sending detailed technical information and literature to this office
within 15 days of the publication date of this notice. All timely
responses will be considered solely for the purpose of determining
whether or not it is advantageous for the Government to conduct a
competitive procurement; no contract award will be made on the basis of
any response to this notice. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely with the discretion of the Government. If a solicitation is
issued, an additional synopsis will be published. Parties who fail to
include detailed functional and technical capability information will
not be considered. Special Note No. 22 applies to this project. POC:
