S -- PROVIDE ANALYTICAL SERVICES FOR UTILITY RATE INTERVENTION ACTIONS, FOR ALL FIFTY STATES (USA) SOL DACA31-97-R-0013 DUE 052097 POC Karen Baker, 410-962-0972 This proposed procurement is 100 percent Set-aside for Small Business firms. The Utility Rate Analytical Contractor shall furnish all services, material, plant, labor, transportation, equipment, studies and superintendence required to provide professional utility rate analytical technical assistance to the Department of the Army (DA) in the conduct of Interventions before the Federal Energy Regulatory Commission (FERC) or State Utility Regulatory Bodies which are considering requests for rate increases or other regulatory matters which affect the DA and other Federal Agencies. Contract is for a one (1) year period with four (4) option years. The total estimated amount is between $1,000,000.00 and $5,000,000.00 for the total five (5) year period. Proposals are hereby solicited and will be evaluated on criteria as set forth in the solicitation package. All responsible sources may submit a proposal which shall be considered by the agency.
