Federal Emergency Management Agency intends to award one contract in
FY 97 for the above project. The estimated period of performance of the
project is 24 months. This is not an RFP, but a survey to locate
potential sources capable of performing the following services: (a)
gathering and reviewing the present collection of available information
and experiences with respect to the design and construction of coastal
residential buildings, (b) developing an illustrated manual containing
up-to-date information that local building, zoning, and floodplain
management code enforcement officials, as well as public and private
sector engineers, and architects can use that presents a uniform
national criteria for the design and construction of coastal
flood-prone residential buildings, and (c) using the material from the
manual, develop an interactive CD-ROM. The contractor must: (1) have
knowledge in the performance of residential 1 to 4 family structures
impacted by hurricanes and Nor'easters by having been involved in
post-storm assessments of damage and knowledge of proper
state-of-the-art design and construction techniques for 1 to 4 family
residential structures to mitigation against high winds and flooding
associated with Nor'easters and hurricanes in coastal areas; (2) have
knowledge in the coastal geomorphology, with extensive knowledge of
coastal processes including long-term erosions and storm-induced
erosion and scour as well as methods of protection of natural coastal
features that reduce flooding; (3) have knowledge of all model building
codes and coastal land use management programs currently being used and
the insurance and floodplain management provisions and policies of the
National Flood Insurance Programs; (4) have experience in developing
technical government documents, including the use of digital graphic
production and current Government Printing Office requirements for
digitially-produced documents. Firms with these capabilities are
invited to submit complete information to the procuring office
identified in this notice in three (3) copies within 15 days of the
date of this notice. Information furnished shall include: (a) the
number and professional qualifications of the technical and other
appropriate personnel; (b) company experiences related to the proposed
project; (c) a description of general and special facilities; (d) a
current financial statement, and (e) other literature which
demonstrates the capabilites listed above. This synopsis is for
information and planning purposes and the Government will not pay or
otherwise reimburse respondents for information submitted. Based upon
responses received, the Government reserves the right to set aside any
and all procurements that may result hereunder for small or minority
owned businesses. If the evaluation of responses received concludes
that none of the responding firms have the necessary capabilities, then
this acquisition will be re-synopsized as being available for full and
open competition. Responses shall reference "Revised Coastal
Construction Manual and Accompanying Interactive CD-ROM." Firms
submitting responses must allow several extra days for mail handling
since late submissions will not be considered except as noted in the
