Administration (GSA) has a requirement for a qualified prime contractor
to provide all labor, equipment, materials, and incidental nee ded for
construction of tenant improvements within the U. S. Courthouse and
Fede ral Building in Sacramento, California. Phase I of the project is
defined as th e construction of the building enclosure, core spaces
and all courtroom areas. Phase I has been awarded and is currently
under construction. For the purposes of this solicitation, the work for
the follow on tenant improvement package is d efined as Phase III of
the project The scope contains approximately 230,000 gros s squarefeet
of tenant improvements for agencies such as U. S. Attorney, U. S. D
istrict Court Clerk, U. S. Bankruptcy Court Clerk, supporting functions
and Gene ral Services Administration Joint Use Space. The interior
construction package includes, but is not limited to the following: *
Approximately 230,000 gross squ are feet of finished space containing
gypsum board partitions, security barriers, architectural woodwork,
interior finishes, ceilings, doors and door hardware. * Provide s,
electrical power, lighting and other systems connected to the base
building s ystem risers that have been provided through the Phase I
construction contract. * Phase III work adjacent to the exterior
cladding syustem shall include metal studs, gypsum board, wall
finishes, window treatment, power and communications o utlets. The
estimated cost range is $10,000,000 -- $15,000,000. This procurement is
being made under the Small Business Competitiveness Demonstration
Program. A lthough this procurement is unrestricted and open to both
large and small busine sses, small disadvantaged and women-owned small
business firms are encouraged to participate. Before award of the
contract, large business will be required to submit an acceptable
small, small disadvantaged and women-owned small business s
ubcontracting plan in accordance with Public Law 95-507 (small
businesses are ex empt). The prime contractor shall be required to
demonstrate a certain level of expertise and capability. This
solicitation is being made under FAR 15.6 Sourc e Selection. Award will
be made to the offeror whose proposal conforms to all r equirements of
the solicitation and is considered to be most advantageous to the
Government, cost or price and other factors considered. All prospective
primes will need to first be found technically acceptable prior to
submitting a price. This RFP will consist of two phases: Phase 1:
Issuance of an informational se t of documents with a request for
technical proposals. Technical proposal will c onsist of the offerors
establishing their qualifications as prime contractors in accordance
with the following Evaluation Standards: (1) Experience and Past Pe
rformance on Similar Projects, (2) Experience of Key Personnel on
Similar Proje cts, (3) Management Plan, (4) Insurance and Safety
Record, and (5) Surety and Bonding Statement. Prime Contractors are to
submit a written request for a cop y of the RFP to: Beverly Chin, GSA,
PBS, Property Development Division (9PCN), 450 Golden Gate Avenue, 3rd
floor West, San Francisco, CA 94102. Written Reques ts are due March
24, 1997, no phone requests or fax requests. Refer to RFP GS-09
P-97-KTC-0032. A Pre-Proposal Conference will be held on April 1, 1997
at 10:00 a.m. at the Holiday Inn Capital Plaza, Sacramento,
California. Attendance is l imited to two (2) people per firm. Contact
Beverly Chin on (415) 522-3141 with names of persons attending
conference. Offerors must have an existing, active of fice, other than
a jobsite office, located within the geographic area of Norther n
California (defined as the area north of but not including Santa
Barbara, Kern, and San Bernardino Counties) and Nevada. At least one
principal member of any proposed joint venture must have an existing
office within the geographic area specified herein. Respondents must
demonstrate capability to perform 80% of all contract services in
existing offices within the geographic area specified here in. Phase 2:
Issuance of full sets of plans and specifications, evaluation of price
proposals and award to the offeror offering the best value. Price is
less important than the combined weight of the technical evaluation
factors. At Pha se 2, a 20% Bid Bond will be required. Performance and
Payment Bonds will be req uired prior to receipt of Notice to Proceed.
