E-MAIL: Charles S. Hamlin, chuck.hamlin@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Proposal (RFP) for the construction of a centralized chiller plant. This project consists of providing labor, equipment, and all materials to perform the construction of the Centralized Chiller Facility, Building 4473, site chilled water distribution system, and individual building connections and modifications necessary to activate the completed system. The work will consist of, but is not limited to, providing and installing: (a) A central chilled water building approximately 15,000 square feet, heating water, sewer and storm drain tie-ins; (b) Cooling tower for central chillers; (c) Multiple water pumps (over 200HP each) for piping between out buildings and central chilled water building; (d) Multiple chillers (over 1,000 ton each); (e) Variable speed electrical drives for chilled water pumps; (f) Electrical power equipment for chillers, pumps, and associated equipment; (g) Approximately 52,000 feet of underground supply and return piping between out buildings and central chilled water building; (h) Connection of approximately 50 buildings to the central building; (i) Modifications to individual buildings' cooling water valves; (j) Variable speed drives for individual building pumps; and (k) Control and instrumentation of the complete facility. Additional work consists of the demolition and removal of existing chillers, associated equipment, and cooling towers at each remote building to be served by the central chilled water system. The order of magnitude for the procurement is greater than $10,000,000.00 and the effort shall be completed within 1,036 calendar days with options from notice to proceed. The SIC Code for this procurement is 1541 (General) and the corresponding size standard is $17 million. The anticipated release date of a draft RFP to be released for industry review and comment is on or about 4/7/97 with an anticipated release date of the official RFP to be on or about 4/21/97 with an offer closing date of on or about 7/3/97. The firm date for receipt of proposals will be stated in the RFP. All requests for the draft and/or official solicitations must be in writing. There is no charge for a copy of the draft RFP, which shall not be accompanied by drawings. Official RFP packages containing specifications and drawings are available at the non-refundable price of $250.00 each for a version accompanied by hard-copy drawings or $25.00 each for a version accompanied by CD-ROM drawings. Payment must accompany the request and be made only in the form of certified check or money order. Money orders or certified checks should be made payable to "NASA Cashier MSFC," and should be marked with the solicitation number. Personal and company checks are not acceptable. All solicitation packages will be sent to requestors via first class mail. No requests for special handling (Federal Express, Overnight Express, etc.,) will be honored. Telephone requests will not be honored. A limited number of copies of the draft and official RFP shall be available on a "first come firstserve" basis. All responsible sources may submit a proposal which shall be considered by the agency.
