Y -- SINGLE AWARD FOR TWO PHASED DESIGN-BUILD CONTRACT FOR HIGHWAY DESIGN AND CONSTRUCTION SERVICES IN YOSEMITE NATIONAL PARK SOL SOL DTFH68-97-R-00016 DUE 042997 POC POC: Craig Actis or Thomas Puto, (303) 969-5932/Contracting Officer: Edward Voelsing, (303) 969-5932 In accordance with Public Law 104-106 (41 U.S.C. 251(3), the Central Federal Lands Highway Division (CFLHD) office is conducting a "two phased" design-build (DB) selection. The CFLHD is soliciting written expressions of interest from design-build firms/teams desiring to participate in Phase One -- Qualifications Based Selection -- of this "two phased" selection approach. The project is located entirely within Yosemite National Park, California and the expected work will be on the El Portal roadway (California State Highway 140) between the El Portal entrance station and the Pohona bridge crossing. The work anticipated by CFLHD includes 12.027 kilometers of full asphalt roadway reconstruction, safety improvements including roadway widening and minor realignments, extensive fill slope retaining walls, removing and resetting substantial lengths of rock faced guard wall and considerable drainage improvements. All exposed retaining and guard wall faces will require rock or simulated rock facing. The work is in a very environmentally sensitive area. The National Park Service is partnering with CFLHD during the design and construction efforts. The estimated design and construction cost will be between $20,000,000 and $30,000,000 with the construction portion of this project to be completed by September, 1999. Funding for the project has not yet been obtained but is expected prior to May, 1997. All DB firms/teams responding will be evaluated during Phase One on the following criteria in relative order of importance: (1) Specialized experience and technical competence of the DB firm/team with emphasis on highway design and construction projects. (2) Past performance of the DB firm/team in terms of quality, cost control, and timeliness on similar projects (including the architect-engineer and construction members). (3) Technical and managerial approach including general project delivery plan, project delivery philosophy, QA/QC plan, organizational chart, construction scheduling, etc. (but not detailed design or technical information). (4) Capability to perform design and construction of highways, including financial and bonding capacity. No fewer than three or greater than five of the most highly qualified DB firms/teams will be short listed to participate in Phase Two of this Design Build Selection Process. In Phase Two, those firms/teams shortlisted will be sent a Request for Proposal (RFP) which will outline the remainder of the process requirements. The RFP will provide approximately 30% highway design plans. The RFP will contain design criteria from which the DB firm/team will complete the design process to a point where a firm fixed price can be submitted in Phase Two. Those firms will be required to provide the necessary information to the Contracting Officer within 45 days after receiving the RFP. It is envisioned that within the first 21 days of this period, a site visit/pre-proposal conference will be held to provide additional instruction and information. An opportunity will be provided for field geotechnical investigation. Upon receipt of the technical and cost proposals, the Evaluation Board will review the technical proposals and evaluate them based on evaluation factors and subfactors as outlined in the RFP. The RFP evaluation factors will include cost, technical and managerial criteria and project completion time. Once the technical evaluation has been completed, the cost proposals will be reviewed and analyzed. If no technical or cost issues are in need of clarifications, the Evaluation Board will conduct a "best value" analysis and submit their recommendations to the Chief of Contracting Office for approval. Award of one Firm Fixed Price contract is anticipated by July 30, 1997. Debriefings will be made available after contract award. Design-Build Firms/Teams which meet the requirements listed in this announcement are invited to submit six copies of the completed SF 254 and 255, U.S. Government Architect- Engineer Qualifications, to the office indicated above for Phase One evaluation. The SF254 and 255 are formatted for Architect-Engineer and Related Services. The construction element of the firm/team shall also be addressed on the SF 254 and 255. Only responses received by 3:30 p.m. local time on April 29, 1997 will be evaluated further. Interested teams may obtain SF 254 and 255 forms from the Government Printing Office. This proposed contract is being solicited on an unrestricted basis. Interested firms are requested to include telefax numbers, the Contractor Establishment Code (CEC), and Taxpayer Identification Number (TIN) on the SF 255 and SF 254 in Blocks 3a and 1, respectively. In Block 10, state why your firm is specially qualified based on the evaluation criteria. Also, use Block 10 to provide additional information desired by your firm. Limit the size of Block 10 to 30 pages. Experiences identified in Block 8 should not be more than 5 years old. The DB firm's/team's primary person proposed to be the direct contact with CFLHD's office throughout the contract work should be identified as the "Project Manager". The selected firm may be subject to an advisory audit performed by the Defense Contract Audit Agency. Because this contract acquisition could result in an award over $1,000,000, a subcontracting plan will be required by the selected firm, if the firm is a large business concern. The SIC Code is 1611. The small disadvantaged business set-aside goals in their subcontracting plan shall not be less than 10 percent of the subcontracted work. This does not apply if the prime firm is a small business concern. This is not a request for proposal and no solicitation package is available. (0076)
