Institute of Standards & Technology (NIST) has a requirement to
purchase a Particle Imaging Velocimetry System. Performance and
Physical Specifications, which list all salient characteristics are
available and can be obtained via facsimile by calling the POC listed
above. Proposals shall include installation and training and a minimum
one year manufacturer's warranty on the equipment. Manufacturer's
sales literature or other documentation shall be provided in the
proposals to show that offered product(s) meet or exceed requirements
as specified in the Performance and Physical Specification document
referenced above. Delivery shall be FOB Destination to NIST in
Gaithersburg, MD. The desired delivery date is 60 days from date of
contract award, the required delivery date is 90 days from the date of
contract award. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and a
written solicitation will not be issued. Solicitation 52SBNB7C1118 is
issued as a request for proposals (RFP). The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Offerors shall
comply with the provision at FAR 52.212-2 and submit a technical
description of the items being offered in sufficient detail to evaluate
compliance with the requirements in this solicitation. The following
factors will be used to evaluate proposals: (i) Contractor's approach
to meeting or exceeding the required hardware, software,
qualifications, and operating modes for the proposed system, listed on
the Performance and Specification document referenced above. (ii) meet
or exceed specification #14 (ability to rapidly calculate vectors)
listed on the Performance and Specification document. (iii) Past
Performance -- proposals should contain a list of three recent
customers for whom similar PIV systems have been delivered by the
contractor, who may be contacted as part of the past performance
evaluation. Please provide addresses and telephone numbers of contacts
from these sources. These evaluation factors are listed in descending
order of importance, with the first two factors being equal in points
and adding up to 70 percent of the total technical points, Factor
(iii) make up the remaining 30 points. Technical performance is
significantly more important than price. The clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial items, applies to this
acquisition. Also the clause at 52.212-5, Contract Terms & Conditions
required to implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition, including subparagraphs (6) 52.222-26, (7)
52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, (13) 52.225-18,
and (15) 52.225-21. Offers are due by 3PM EST on April 4, 1997 and must
include a copy of the provisions at 52.212-3, offeror Representations
