UNITED STATES COAST GUARD'S INTENT TO RELEASE A DRAFT REQUEST FOR
PROPOSAL (RFP) FOR ITS DEEPWATER CAPABILITY REPLACEMENT PROJECT. The
Coast Guard essentially executes it's missions in 3 major regions:
inland waterways, along the coasts of the United States (Coastal), and
beyond the coasts of the United States (Deepwater). Deepwater (i.e.,
long range) missions include: Search and Rescue, Marine Fisheries, Law
Enforcement, Alien Migrant Interdiction, General Defense Operations
(to name a few). This phase of the project entails the conceptual
development of an integrated system of surface, air and
command/control/communications/computer/intelligence/surveillance/reco
nnaissance (C4ISR) assets to meet the Deepwater mission requirements.
The goal of this project is to optimize overall life cycle costs and to
provide the Coast Guard with the functional capabilities required to
achieve mission success safely and cost effectively. The integrated
approach will ensure surface, air, and C4ISR components compliment each
other to maximize efficiency, while optimizing overall system
acquisition cost. The draft RFP is anticipated to be released in May
1997. Comments on the draft RFP are anticipated to be due two months
after release of the draft RFP. Interested parties must submit a
written request for a copy of the draft solicitation package to the

include your company name, complete mailing address, telephone number,
point of contact, and e-mail address. TO COINCIDE WITH THE RELEASE OF
THE DRAFT RFP, THE COAST GUARD INTENDS TO HOLD AN INDUSTRY DAY IN
MAY/JUNE 1997. The purpose of this meeting is to communicate our plans
and proposed acquisition strategy to interested participants. Details
of the Industry Day will be further published once finalized. For
