Phone (703)604-1920 DESC: Sources Sought Synopsis: This is not a
Solicication. NAVAIR 3.1.2G has a requirement to provide support
equipment for removal of T-45 Aircraft Coatings by the Contractor
Logistics Support (CLS) provider at Kingsville, TX. Required system
must meet the following 10 criteria: (1) Must employ no chemical
strippers. (2) Must be capable of capturing all process effluent in
order to minimize hazardous by products introduced to the waste stream.
(3) Must not liberate hazardous emissions to the ambient operational
environment. (4) Must not generate spent abrasive media contaminated
with paint chips and other debris. (5) Must not be detrimental to the
T-45 (Aluminum, Stainless Steel, and composites) and related component
substrates, even when typical dwell times are exceeded. (6) Must
comply with the emission standards for inorganic and organic
particulates as described in the Clean Air Act: National Emissions
Standards for Hazardous Air Pollutants. (7) Must not, during
operations, generate non compliant levels of cadmium, lead, and chrome
as regulated by the Occupational Safety and Health Administration. (8)
Must not exceed hours required for a similar depaint operation
utilizing plastic media as a mechanical removal agent. (9) Must
selectively remove components of the coating system, i.e. removal of
topcoat only. (10) Must have prior approval from NAVAIR for use on T45
Aircraft as a depaint process. This is not a Request for Proposal, but
is a Request for Information only. The Naval Air Systems Command will
not pay or otherwise reimburse respondents for the information
submitted. Oral communications are not acceptable and will not be
honored at this time. The primary focus of the request is only a survey
of available sources. Planned operations will start in FY 98. This RFI
will close 30 days after publication. All interested parties should
appropriately mark any data that is proprietary or that has restricted
data rights. Submit all information to Commander Naval Air Systems
