Contracting Officer This solicitation is unrestricted; all responsible
sources may submit a proposal. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a separate
written solicitation will not be issued. Solicitation No.
N00604-97-R-0019 applies and is issued as a Request for Proposal. This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45 and Defense
Acquisition Circular 91-11. The standard industrial code is 3357 and
the business size standard is 750 employees. This requirement is for a
fixed price contract for fiber optic cable in eight(8) different
lengths as follows; Item 0001, 4,500 ft; Item 0002, 5,000 ft; Item
0003, 4,300 ft; Item 0004, 5,300 ft; Item 0005, 4,700 ft; Item 0006,
5,500 ft; Item 0007, 5,100 ft; Item 0008, 5,900 ft. Cable shall be
compatible with existing Fiber Optic cable installed at the Navy Public
Works Center, Pearl Harbor, Hawaii, "OCC GX Series 72". Fibers shall be
of a tight buffered style, sub-bundled in pressure extruded color-coded
sub-bundles that are marked multi mode or single mode with 12 color
coded fibers in each bundle. Cable contains 48 multi mode 62.5/125 FDDI
SPEC, 100 KPSI Fibers and 24 Single Mode 100 KPSI Fibers with Max5DB/KM
specification. Each Fiber has 250 Micron Acrylate coating unbuffered to
900 Micron PVC Buffers. Cable is PVC indoor/outdoor and riser rated
with a "Core-Locked" jacket that is fungus and moisture resistant, UV
inhibited and Flame retardant. Must have Pressure extruded design to
eliminate axial migration of cable inner core from cable jacket.
Operating temperature is -40 deg C to +85 deg C; Storage temp -55 Deg
C to +85 deg C. Minimum bend radius; installation tensile load; 20 X OD
(20MM); Long Term tensile load; 10 X OD (20MM); Crust resistance:
2100N/CM; impactresistance: 1,500 impacts; flex resistance: 2000
cycles. Delivery for Items 0001 through 0004 is required no later than
20 July 1997 and Items 0005 through 0008, no later than 10 August
1997; FOB destination to Navy Public Works Center, Receiving Section,
Bldg 44, Pearl Harbor, HI 96860-5470. The delivery dates specified
above are based on the assumption that the Government will make an
award by 21 May 1997. Each delivery date in the delivery schedule above
will be extended by the number of calendar days after the above date
that the contract is in fact awarded. Acceptance shall be made at
destination. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items applies. Addendum to FAR 52.212-1: Paragraph
(b) "Technical Description", Substitute "Descriptive Literature" for
"Technical description"; Paragraph (h), Multiple Awards-Delete entire
paragraph. Substitute "Award. The Government plans to award a single
contract resulting from this solicitation". Offerors are required to
complete and include a copy of the following provisions with their
proposals: FAR 52.212-3, Offeror Representation and
Certifications-Commercial Items; DFARS 252.212-7000, Offeror
Representations and Certifications- Commercial Items. Also DFARS
252.225-7000, Buy American Act and Balance of Payments Program

Conditions-Commercial Items, applies. Addendum to FAR 52.212-4:
Paragraph (o) Warranty-Add: "Additionally, the Government will accept
the contractor's commercial warranty". Add the following addendum

Government intends to make a single award to the responsible contractor
whose proposal is technically acceptable and the lowest price. The
Government reserves the right to judge which proposals show the
required capability and the right to eliminate from further
consideration those proposals which are considered unacceptable and not
capable of being made acceptable without major rewrite or revision.
