301/713-0839 The U.S. Department of Commerce/NOAA intends to procure a
replacement Product Monitor System for the Geostationary Operational
Environmental Satellite (GOES). The Product Monitor (PM), one of the
Operations Ground Equipment's (OGE's) seven components, is the
functional element of the OGE responsible for the monitoring and
analysis of the GOES Variable (GVAR) data. The reason for replacing the
PM is to achieve both software and hardware component performance
improvement, accessibility, flexibility and reusability. Specifically,
the replacement PM shall: provide system performance and capability
that exceeds that of the current PM; provide sufficient processing
margin to allow for future enhancements and modifications; increase
online and offline data storage capacities and retrieval capabilities;
minimize modifications to the PM's interfaces with other OGE
subsystems; improve the mean time between failures (MTBF) and mean time
to repair (MTTR) of the PM hardware and software; provide enhanced
system startup and shutdown, and inter-PM data transfer capabilities;
enhance data trending analysis capabilities; improve image and
non-image data display capabilities; enhance the user interface to
provide easier access to PM functions and data; automate routine,
operator-intensive operations to reduce operator workload and training
requirements. The Contractor shall perform design, construction,
installation, test, integration, documentation, training, and
engineering and maintenance support for the replacement PM. The
replacement PM system will be installed at the Spacecraft Operations
Control Center (SOCC), Suitland, MD and the Wallops Command and Data
Acquisition Station (WCDAS), Wallops, VA. This procurement is
envisioned to have a period of performance of twenty-four (24) months.
All requests for this solicitation must be in writing referencing the
solicitation number and must be received no later than thirty (30)
