Department of State (DoS) seeks information on COTS software packages
that meet the functional requirements stated below. Vendors that can
provide such software are requested to submit descriptive literature,
in sufficient detail to allow the DoS to perform an adequate market
survey. Please send information to contact person listed above (for

above mailing address. The Department will review all information
received. This is not a formal solicitation; any subsequent acquisition
will be conducted in accordance with the applicalbe FAR requirements.
Responses due not later than 30 days after publication date.
Requirements: The U.S. DoS has a requirement to obtain information on
COTS software that can covert documents that are attachments to
electronic mail messages. A variety of word processing packages are
used at the client PCs. The conversion package must be capable of
producing a recognizable word processing document when the electronic
mail message is received with a document attached to it. The document
conversion package must contain the following characteristics: 1) Must
operate on Microsoft (MS) Windows NT server versions 3.51 or 4.0; must
reside on the server and process the document conversion on the server;
2)must be capable of interoperating with MS Exchange Server Enterprise
Edition, version 5.0 and Wang VS Office version 2.50 using X.400 as
the transport between Exchange and Wang VS Office; 3) Must convert
documents into or out of MS Word versions 6.0, 7.0, and 8.0 and into or
out of Wang WP, Wang WP+, or Wang WITA formats with high fidelity and
minimal data loss; 4) Must operate through an X.400 standards (GOSIP
certified) MTA (Message Transfer Agent) and be able to analyze both
1984 and 1988 message envelopes to locate word processing objects to
convert; 5) Must recognize the file or word processing format by the
file's binary signature or by inspecting the file's contents; must not
depend on filename extensions to recognize the file type; 6) Must
support long filenames. In doing so, must be able to convert files with
names longer than the format of "8.3" (8 characters separated by a
dot,followed by 3 characters); and 7) the vendor shall provide
information on its commercial offerings, including software licensing
terms and conditions, pricing for licenses (including discounts
offered, if any), installation costs and system requirements,
maintenance offerings (i.e., updates and debugging) and associated
costs, and training (i.e., how much training is required for a LAN
administrator, does your firm offer such training, location, cost,
etc.), and whether or not the product described is available on GSA
