The Naval Research Laboratory intends to negotiate using Simplified Acquisition Procedures on an other than full and open competitive basis to USRA to provide support to the development of the Navy Prototype Optical Interferometer (NPOI) by debugging the existing imaging software, developing new software to implement new imaging techniques, and developing new imaging hardware components (specifically the long delay lines). USRA is the only known source with the required experience in both the methodology and the technology in the field of astronomical optical interferometer, which is required to satisfy the Government's requirement.
