requirement for engineering, technical, and management support services
for software design, development and sustained life-cycle maintenance
of Submarine Message Processing Systems, associated subsystems, and
related support systems and equipment deployed in, or to be deployed
operationally in strategic and tactical communications platforms and
support sites. These Submarine Message Processing Systems are in
various stages of acquisition and deployment, and support major Very
Low Frequency and Low Frequency (VLF/LF) submarine communication
subsystems such as VERDIN Transmit and Receive Terminals, Enhanced
VERDIN System (EVS) Transmit and Receive terminals, Compact Very Low
Frequency (CVLF) Receive Terminal, Integrated VERDIN Transmit Terminal
(IVTT), Low Cost Receive (LCR),Integrated Submarine Automated
Broadcast Processing System (ISABPS), Improved Emergency Action
Transmission System (IEMATS), Modular Interface Exchange System (MIXS),
NATO Interoperable Submarine Broadcast System, the VLF/LF Receive
Terminal (VRT), the Submarine Message Buffer (SMB), the U.S. Air Force
616A transmit and receive terminal, Miniature Receive Terminal (MRT),
and the Advanced VLF/LF Receiver (AVR), the TACAMO Message Processing
System (TMPS), the MILSTAR Message Processing System (MMPS), and other
submarine communications systems and support systems. The work, which
includes software/hardware integration, and system integration with the
intended operational platform, is highly concerned with the Strategic
Communication System (SCS), formerly the Minimum Essential Emergency
Communications Network (MEECN), with respect to prerequisites of
performance and operating characteristics mandated by the National
Command Authority (NCA), Joint Chiefs of Staff (JCS), and the Navy's
submarine operational commanders. Successful performance requires
application of extensive technical experience and expertise associated
with submarine communication systems to include the characteristic
operational requirements. Specific experienceshould include design,
development and maintenance of submarine communication software
programs, support programs, and subsystem interface requirements. The
successful offeror will also demonstrate experience with approved
Department of Defense and Military software standards and procedures,
and will demonstrate a commitment to improve software processes to
reach Level 3 and higher, Software Process Maturity as assessed by the
Software Engineering Institute's (SEI) document "A Method for
Assessing the Software Engineering Capability of Contractors". The
Government contemplates a possible multiple award of Indefinite
Delivery, Indefinite Quantity contract(s) with Cost Plus Fixed Fee
Pricing arrangement for a period not to exceed five years. Estimated
labor hours over five years are 500,000 within the following labor
categories: Staff Scientist; Sr. Management Specialist; Sr.
Communications Systems Engineer; Computer Scientist; Management
Specialist; Sr. System Analyst; Communications Systems Engineer;
Logistics Engineer; Mechanical Engineer; System Analyst; Program
Analyst; Electronic Technician; Technical Writer; Illustrator/Drafter;
Configuration Management Specialist; Data Management Specialist;
