The U.S. Arms Control and Disarmament Agency (ACDA) has a need for an indefinite delivery indefinite quantity type contract for studies and analyses of issues relating to implementation of the Comprehensive Test Ban Treaty. The areas of support include two Research Categoies: (1) Comprehensive Test Ban Treaty ratification and verification including tasks related to compliance, monitoring, and implementation, in support of efforts in the Prepcom, the CTBT Organization and the U.S.; and (2) Bilateral and/or multilateral Comprehensive Test Ban Treaty related and/or nuclear arms control related negotiations with various countries, e.g., Russia, Pakistan, Turkmenistan, Kazakstan, Oman, Saudi Arabia, etc., regarding the establishment of monitoring facilities in particular and nuclear weapons arms control in general. The estimated performance period for the proposed contract will be for one base year and four additional one year option periods which may be exercised at the discretion of the Government. The minimum number of hours for the period of the contract, provided all option years are exercised, will be 20,000. Offerors must have current DOD facility and personnel clearances and safegarding capability at the SECRET level of security classification. All requests for RFP 97-04 must be in writing. Telephone requests will not be accepted. ACDA anticipates RFP 97-04 will be issued on or about 15 days after publications of this notice. Closing date will be 30 days after issurance of RFP 97-04.
