Excellence (AFCEE), Brooks AFB (San Antonio), TX is seeking a qualified
firm to provide Architect-Engineer (A-E) services under a firm-fixed
price Indefinite Delivery Indefinite Quantity contract for projects
involving planning, architectural-engineering design and studies for
proposed and esisting Medical Treatment Facilities (MTF) throughout the
United States and some overseas requirements. It is contemplated that
one (1) contract will be awarded. The firm must be capable of providing
and managing a multidisciplinary team of individuals from within the
firm or from subcontracts with consultants. The antcipated work may
include; but not limited to the following: MTF planning; MTF studies
and surveys; renovation of mechanical, medical gas, communication, fire
protection, life safety, electrical, and other systems; upgrading of
facilities to meet current life safety standards; performance of
government economic analyses; site planning, topographic surveys and
reports, soil sampling, investigation of existing MTF; schematic
design; MTF signage surveys, design development; value engineering;
cost estimates; preparation of Requirements and Management Plans
(RAMP); on-site data gathering and design (Charrettes); preparation of
plans and specifications for renovation and alteration projects
intended primarily to upgrade MTF to current standards; preparation of
specifications and construction contract documents for both Invitation
for Bid (IFB) and Request for proposal (RFP) contracts, environmental
surveys and studies, hazardous material (asbestos, lead based paint,
etc.) surveys and studies, MTF functional deficiencies surveys and
evaluations; perform MTF life cycle cost analysis; and review of design
documents produced by other designers. The selected
architectural-engineering firm will be expected to work closely with
AFCEE project managers. The total of all delivery orders per year will
not exceed $750,000. Except for the initial delivery order, all
subsequent orders will not exceed $299,000. The A-E is guaranteed a
minimum amount of $10,000 per year. The term of the contract shall be
for one year with separately priced options for two additional
consecutive years. Firms that meet the requirements described in this
announcement are invited to submit a letter of interest and completed
Standard Forms 254/255 to represent the team. Submission of office
brochures is encouraged only to the extent that they graphically
substantiate the work specifically described in the Standard Forms
254/255. Selection of firm shall be through an order of preference
based on demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include (A) Recent specialized experience and technical competence
in performing the type of work being sought in this synopsis, to
include: (1) experience with MTF projects, (2) providing CADD formatted
drawings, (3) utilization of computerized parametric cost estimating
system, (4) performance of computerized energy and economic studies,
and (5) dealing with environmental permitting agencies at all levels;
(B) professional qualifications of the staff and consultants that would
perform the actual project work to include; (1) fire protection staff
or consultant with fire protection background and current (within last
3 years) experience with all up-to-date nationally recognized codes
such as NFPA and UBC with special emphasis on NFPA 101 Life Safety Code
and (2) a consultant independent of specific manufactures with current
experience (within last 3 years) in evaluation, design, and
installation of complete medical and dental gas, air, and vacuum
systems and complete knowledge of NFPA 99 requirements; (C)
professional capacity of the firm to perform the work in the required
time: (d) past performance history on both DoD and other contracts in
terms of quality of work, cost control and compliance with performance
schedules; and (E) volume of work previously awarded to the firm by
the DoD with objective of effecting an equitable A-E contracts among
qualified firms. (F) demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. Submit Standard Form 255 (1 copy only) which must
include: (1) organization of proposed project team, (2) block 4 shall
indiate personnel strength of the principal firm, (3) resumes (block 7)
must be provided for key personnel representing all necessary areas of
expertise and indicate responsibilites and authority of key project
personnel, (4) the physical location of personnel during design
indicated in block 7a, (5) firms with multiple offices must clearly
indicate which offices will be involved with the various portions of
work, (6) relationship of project team to overall organization of the
firm, (7) a quality control plan, (8) in block 8c include a POC and
phone number, (9) specifically indicate in block 10 experience surveys,
investigations and designs of MTF projects. Responses must be received
before 4:00 P.M. Central Standard Time 30 calendar days from date of
publication (first workday following a weekend or Federal Holiday) to
be considered for selection. Electronic facsimile submittals will not
