(703) 784-2976 Ext 244. Contracting Officer Design and engineering
services are required for the preparation of studies, plans,
specifications, and cost estimates, complete and ready for bidding for
several projects at the Marine Corps Base, Quantico, Virginia. The A&E
firm may also have to provide Post Construction Award Services such as
as-built drawing preparation, review and approval of shop drawings,
construction site visits and consultation during construction. The
general intention is to provide for such design and engineering
services as necessary to support development of facility concepts in
the procurement process of various projects. The SIC Code is 8711. The
selected firm for this contract will be required to provide overhead,
profit, and discipline hourly rates to the Contracting Officer within
7 days after receiving notification. The selected firm for this
contract will also be required to participate in the first project's
orientation and site visit meeting within seven days of notification
and provide a fee proposal within ten days after receiving the Request
for Proposal. This will be a firm fixed price A/E contract. Individual
fees for any one project may not exceed $100,000.00 The total contract
amount will not exceed $350,000.00. The duration of the contract will
be for one year with the possibility of two one-year options. The
option years may not exceed $325,000.00 each. Projects under this
open-end contract may require removal of asbestos material. Selection
evaluation criteria, in relative order of importance are: A.
Specialized experience and technical competence in the following types
of work: (1) Heating, ventilation, air conditioning, refrigeration,
and exhaust systems; (2) Steam and high temperature water production,
distribution and control systems; (3) Energy conservation, monitoring,
control and recovery systems and analysis; (4) Water and sewage
distribution and treatment systems; (5) Miscellaneous plumbing systems;
(6) Gas, compressed air and miscellaneous building piping systems; (7)
Fuel, gas and oil systems;(8) Facility and miscellaneous system
maintenance and repair; (9) Miscellaneous electrical distribution and
facility electrical systems; (10) Miscellaneous fire
prevention/protection systems; (11) Environmental miscellaneous
systems; (12) Implementation of various federal, state and local
government environmental regulations. B. Professional quailifications
and organization of staff and subcontractors to be assigned this
project, including evidence of previous experience and performance with
DOD contracts of this or comparable types; capacity to accomplish the
work in the required time; effective in-house design and providing
construction cost estimates. C. Volume of DoD work previously awarded.
List all Department of Defense contract awards (date, desc., and
amount) within the past 18 months. D. Use of the construction criteria
base of the National Institute of Building Sciences and computer
automated design. Each firm's past performance and performance ratings
will be reviewed during the evaluation processand can affect the
selection outcome. Firms which meet the requirements listed in this
announcement are invited to submit one copy each of the completed
Standard Form (SF 254 and SF 255, U.S. Government Architect-Engineer
Qualifications, to the office indicated below. The proposed contract is
being solicited on an unrestricted basis. Should the due date fall on
a weekend or an official Government holiday, the SF 254/255 is due on
the first workday thereafter. Interested firms are requested to include
telefax numbers, the Contractor Establishment Code (CEC) and Taxpayer
Identification Number (TIN) on the SF 254 and SF 255 in block 3a and 1,
respectively. In block 10, state why your firm is specially qualified
based on the selection evaluation criteria. Als, use block 10 to
provide additional information desired by your firm. Only the SF254 and
SF255 will be reviewed. Experience identified in block 8 should not be
more than 5 years old. Information in the cover letter and any other
attachments will not be included in the official selection process.
This is not a request for proposal. Selected firms may be subject to an
advisory audit performed by the Defense Contract Audit Agency. EEO
compliance is required. Because this contract acquisition could
eventually result in an award over $500,000.00, a subcontracting plan
is required by large business concerns. The small disadvantaged
set-aside goals in that subcontracting plan shall not be less than 5%.
The women-owned, small business set-aside goals in that subcontracting
plan shall also not be less than 5%. This does not apply if the prime
firm is a small business concern. Submit SF254 and 255 to Public Works
Branch, Facilities Division, 2004 Barnett Avenue, Suite 249, Quantico,
Virginia 22134 (ATTN: Code 20) by 3:30pm on or before the due date. Fax
