-- "National Telecommunications and Computing Services" was released on
March 18, 1997. Offerors must submit technical questions to the
Contracting Officer within ten calendar days of release of the
solicitation. Proposals are due by 1:00 local time on April 23, 1997.
The solicitation and related documents were released electronically via
posting on EPA's Public Access Server and can be found at the following
Internet address: ww.epa.gov/oam. Diskettes and hard copies of the
solicitation and related documents are not being distributed to the
firms on the bidders list unless firms contact the Contracting Officer
in writing and inform the Contracting Officer that they are unable to
download the RFP and related documents from EPA's Web page. Requests
for diskettes may be submitted via Internet E-mail (send E-mail to
brandon.bonnie@epamail.epa.gov) or FAX (SEND FAX to (202) 260-9930).
Requests for hard copies of the solictation and related documents are
discouraged. Telephone requestsare also discouraged because of the high
volume of telephone calls received on this acquisition. Offerors should
pay close attention to the RFP Section L provision entitled "Disclosure
Statement for Organizational Conflicts of Interest." This provision
requires offerors to submit information covered by the provision to
provide the EPA with an opportunity to assess its vulnerabilities
relative to organizational conflicts of interest of individual offerors
prior to award. Offerors should also pay close attention to the RFP
Section M provision entitled "Eligibility Requirements for Award." This
provision notifies Offerors than an Offeror can receive an award under
this requirement (RFP #W6-01685-A3), but not RFP #W6-01948-A3 (Mission
Oriented Systems Engineering Support) or RFP #W6-02257-A3 (Information
Technology and Architectural Support) and vice versa. These provisions
apply to the prime contractor's team members and subcontractors. Please
refer to the August 27, 1996 and January 14, 1997 Commerce Business
Daily presolicitation notices for this solicitation for background
