commercial items is prepared in accordance with the format in subpart
12.6 of the FAR, as supplemented with additional information included
in this notice. This announcement constitutes the final request for
quotation; quotes are being requested and a written quotation will not
be issued. This quotation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 42.
This combined synopsis/quotation is open to both large and small
businesses in accordance with FAR subpart 19.10. The standard
identification code (SIC) number is 3534 and the small business size

shall submit prices as specified above for each option year: CLIN
-0002 -- Option Year One -- 1 May 1998 to 30 April 1999. GENERAL
REQUIREMENTS: The contractor shall furnish all permits, reports,
equipment (such as trucks, containers, and covers), materials, tools,
labor and supervision necessary for the performance of all operations
incidental to the collection, performance and proper disposal of refuse
generated at USCG ISC New Orleans, LA. DEFINITIONS: REFUSE -- Includes
all garbage, debris, rubbish and other similar waste material. Not
included are explosive and incendiary waste and contaminated waste from
Medical and Radiological processes. GARBAGE -- Animal and vegetable
waste (and containers thereof) resulting from the handling,
preparation, cooking and consumption of foods. DEBRIS -- Grass
cuttings, tree trimmings, stumps, street sweeping, roofing and
construction wastes, and similar waste material. RUBBISH -- A variety
of unsalvageable waste material such as metal, glass crockery, floor
sweepings, paper and wrappings, containers, cartons, and similar
articles not used in preparing or dispensing food. Rubbish is further
subdivided into the following: COMBUSTIBLE RUBBISH -- Rubbish which can
be burned readily in an incinerator or burning pit, and NONCOMBUSTIBLE
RUBBISH -- Rubbish which cannot be burned at ordinary incinerator
temperatures (800 to 1,000 degrees Fahrenheit). REFUSE COLLECTION --
Pick-up and disposal of accumulated refuse. PICK-UP STATIONS --
Designated locations where refuse will be conveniently and effectively
assembled and stored in containers for collection. SCHEDULE OF WORK:
The contractor shall furnish and maintain, at all times, containers at
pick-up stations. Refuse collection shall be made once a week (Monday
through Friday, excluding Federal holidays) for each container.
Pick-ups will be made between the hours of 7:00 AM and 3:30 PM. Prior
to award, the contractor shall submit a pick-up schedule to the
Contracting Officer for approval. CONTAINER DESCRIPTIONS: The size and
number of refuse collection containers required are as follows: One 30
cubic yards and one 40 cubic yards. MISCELLANEOUS REQUIREMENTS: 1) All
other loose refuse such as cardboard boxes, cartons, bundled and tied
newspaper and magazines, tree branches and palm fronds, and packing
containers, etc. which are placed adjacent to the containers shall be
picked up by the contractor. 2) any refuse spilled during collection
and removal operations shall be cleaned up immediately by the
contractor. 3) when emptied, the refuse containers shall be returned to
their original positions with covers replaced in the closed position.
4) The contractor shall use reasonable care and diligence to insure
that sites where refuse is collected are kept clean and neat during the
designated pick-up schedule, and that adjacent loose debris within 10
to 15 meters of the containers is cleaned up by the contractor. All
containers will be cleaned when needed by the contractor. 5) All
contractor furnished containers shall be of metal contraction with
either metal or rubber covers. 6) The containers shall be maintained in
good condition at all times to include, but not limited to, proper
functioning covers, no holes, and a clean outside appearance. The
interior of all containers shall be clean upon start of the contract,
and replacement of additional containers brought in during any period
of the contract shall be in good condition and internally clean.
SAFETY: All power operating equipment shall be operated within the
safety parameters are defined by OSHA. Equipment shall be operated with
particular care when near pedestrians on the base. FAR provision
52.212-1 Instruction to Offerors -- Commercial Items is incorporated by
reference. The following are addendums to FAR provision 52.212-1: The
following clauses are incorporated 52.214-5 52.233-2 Service of Protest
(OCT 95), 52.217-5 Evaluation of Options (JUL 90), 52.232-15 Progress
Payments Not Included (APR 84). FAR provision 52.212-2 Evaluation --
Commercial Item does not apply, award will be made to the offeror who
submits the lowest price. OFFERORS SHALL COMPLETE FAR CLAUSE 52.212-3

FAR provision 52.212-4, contract Terms and Conditions -- Commercial

-- Price Adjustment (Multiple Year and Option Contracts). RATE
INCREASE, DECREASE AND OTHER ADJUSTMENTS: a) The contractor shall
notify the Contracting Officer in writing of any increases, decreases
or other adjustments in rate charged by the solid waste disposal
facility within thirty (30) days after the effective date of rate
change or adjustment. The notice shall contain a statement of the
amount of the rate change or adjustments and any other relevant data
which may reasonably be required by the Contracting Officer. b) If
there is an increase or a decrease in the rate charged by the solid
wastedisposal facility after the contract start date, the contract
shall be adjusted to reflect such increases or decreases upon the
demand of either the contractor or the Government. Such adjustments
will be limited solely to the increase and decrease in the rate charged
on actual (not estimated) quantities of refuse disposed of after the
effective date of rate change or adjustment. However, the notice
requirement in paragraphs (a) above shall be a condition precedent to
the contract receiving an adjustment increasing the contract amount. c)
Should the State Board of Public Utilities order the solid waste
facility to make an adjustment in its rates, or agreements because of
excessive rates charged during the period of the contract, the
contractor shall pass all such rate adjustments to the Government in
the form of an adjustment to this contract or payment to the
Government. The contractor agrees to refund the Government all benefits
it received as a result of a Public Utility Board rate decision. d)
Contractor shall comply with all laws or regulations which provide for
reduction or elimination of landfill disposal fees payable by the
Federal Government, its agencies or agents. e) The Government will not
be liable to the contractor for interest payment where the contractor
fails to provide revlent data in a timely manner concerning the rate
change or adjustment. Bidders may obtain the latest Wage Determination
NO. 94-2233 (Rev. 5) dated 3/11/96. which establishes the prevailing
wage guidelines for this acquisition by calling the contact number
identified below. INSURANCE: Before commencing work under this
contract, the contractor shall acquire a Certificate of Insurance in
accordance with FAR clause 52.228-5 Insurance -- Work on a Government
Installation (SEP 89). Insurance coverage will be as follows: WORKMEN'S
COMPENSATION AND EMPLOYER'S LIABILITY INSURANCE with employer's
liability coverage of a least $100,000.00, GENERAL LIABILITY- bodily
injury liability insurance coverage written on the comprehensive form
policy -- at least $500,000.00 per occurrence and AUTOMOBILE LIABILITY
-- required on the comprehensive form of policy, and shall provide
bodily liability and property damage liability covering the operation
of all automobiles used in connection with performing the contract.
Policies shall provide coverage of at least $200,000.00 per person and
$500,000.00 per occurrence for bodily injury and $20,000.00 per
occurrence for property damage. NOTICE TO QUOTERS: It is the policy of
the Coast Guard to issue solicitation and make contract awards in a
fair and timely manner. To further this policy, the Commandant has
created the position of Solicitation Ombudsman who is empowered to
investigate issues raised by prospective offerors and resolve them,
where possible, without expensive and timely-consuming litigation.
Potential offerors who believe that a Coast Guard solicitation is
unfair or otherwise defective should first direct their concerns to the
cognizant contracting officer. If the contract office is unable to
