Officer. Broad Agency Announcement (BAA) -- Partnership for Excellence
and Accountability in Teaching. The U.S. Department of Education
(ED)is interested in receiving abstracts for a study for a Partnership
for Excellence and Accountability in Teaching that shall bring
together elementary/secondary and postsecondary educational
institutions, state and local education entities, national professional
associations and other stakeholders whose influence is crucial to the
success of professional communities and professional development
systems in improving teaching effectiveness. The Partnership shall
consist of a variety of member entities distributed across the nation
and shall launch a focused, coordinated, and comprehensive national
effort to promote, support, and sustain effective and efficient
strategies to prepare induct, and provide career-long professional
development and support for K-12 teachers. The effort shall consider
the entire spectrum of teacher professional development and tie
knowledge-to-application-to-dissemination while continuing to "push the
envelope" of professional development research. ED intends to make a 12
months award with 4/12 month options years with estimate costs of

solicitation regarding this requirement. ED will use two step
submission process to evaluate proposals submitted in response to this
announcement. Step 1-Offerors must submit abstracts which shall
include proposed theoretical and technical approaches, and a l page
cost summary of their budget(including total annual costs). ED will
review the abstracts to establish a competitive range. Step 2-ED will
send to all offerors in the competitive range past performance forms as
part of the request for complete proposals. The past performance forms
will be evaluated as a rating to be combined with the technical rating
at a ratio of 36% to produce a combined quality rating. Each offeror in
the competitive range will be requested to submit a statement of work,
technical proposals, a detailed cost proposal, and past performance
documentation. SUBMISSION REQUIREMENTS; DEADLINE TO SUBMIT ABSTRACTS
(30 DAYS AFTER ISSUE DATE). To be considered, abstracts shall be
received by 2:00 p.m., EST, April 22, 1997 at Support Services Group
