R -- SMALL BUSINESS DETERMINATION FOR FOOD SECURITY SUPPLEMENT TO THE CURRENT POPULATION SURVEY POC Suzanne Pastura or Patricia Johnson @ (703) 305-2250 The Food and Consumer Service (FCS) of the U.S. Department of Agriculture (USDA) is seeking capability statements from qualified small business firms nationwide with high-level statistical and data-analysis capabilities, adequate to support the next stage of analysis of the USDA sponsored annual Food Security Supplement to the Current Population Survey (CPS). To be considered capable of adequately performing this work, firms must demonstrate documented expertise and experience in each one of the following five areas of skill and knowledge, essential to the analyses required: (1)expertise and experience in scaled measure construction utilizing Item Response Theory methodologies; (2) expertise and experience in applying statistical trend analyses to data series; (3) expertise and experience in analyzing complex household- and individual-level data from large national data sets (>20,000 observations); (4) detailed and comprehensive familiarity with the extant scientific literature on measurement of food security in U.S. household population groups; and (5) skill and experience in writing reports conveying complex scientific and technical material in a clear, understandable, and authoritative manner to general public audiences.
