COMMERCE BUSINESS DAILY ISSUE OF MARCH 21,1997 PSA#1807NRAD BLUE RIBBON VENDOR PROGRAM The Naval Command, Control and Ocean
Surveillance Center, Research, Development, Test and Evaluation
Division (NRaD) implemented a program entitled NRaD Blue Ribbon Vendor
Program (NRaD BRVP) in 1993. The purpose of the NRaD BRVP was to
formalize the Contracting Officer's authority to exercise prudent
business judgment in awarding supply and service orders that had
historically been awarded based on price only. The NRaD BRVP program
has been a successful evaluation tool, however, the program is outdated
and limited in information. Consequently, the NRaD BRVP program will be
replaced effective 1 May 97 with the Red-Yellow-Green Contractor
Evaluation System, a product deficiency reporting and evaluation
program managed by the Navy Material Quality Assurance Office (NMQAO)
in Portsmouth, NH. We will continue in our efforts to award contracts
based on acceptable contractor past performance. The NRaD BVRP program
has been a successful tool in providing past performance award
information with a monumental impact on best value awards, contractor
participation was exceptional. Questions concerning the
