Work shall include: remove existing roof systems, insulation, nailers, ass ociated sheet metal, accessories, etc., in their entirety as necessary to instal l the new roof system, insulation, sheet metal, accesso- ries; remove asbestos c ontaining materials; repair damaged or deteriorated metal roof decking; perform designated demolition and renovation work and modify penetrations, supports, cur bs, vent units, duct; remove obsolete penetrations and install new metal plate o r metal roof decking and necessary structural components to fill in deck opening s; remove and re- install mechanical and ventilation equipment where required to install roof system and flashings; modify/install perimeter nailers to as indic ated or as to match new roof insulation and maintain positive drainage; remove e xisting and provide new counter flashing at rise walls and projections; remove e xisting and provide new counter flashing at rise walls and projections; remove a nd replace existing perimeter gravel stop/ fascia, metal edge, gutter and downsp outs; furnish all fasteners, closures and cleats to provide complete watertight installation; install insulation systems, crickets, 3-ply with modified bitumen cap sheet built-up roof system with a floodcoat and aggregate surfacing and acce ssories as specified and/or indicated to result in a complete watertight roof sy stem on all areas; remove and replace existing and install new roof access ladde rs;install metal wall panel system; paint all designated new and existing items. Estimated cost range is between $500,000 and $900,000. The project is being pro cured using informal source selection procedures which will result in a firm fix ed-price award to the offeror which provides the "greatest value: to the governm ent, with technical ability being more important than price. The term "similar projects" shall be defined for evaluation purposes as the installation of multi- ply built-up roof system, repairing the roof deck, and the installation of insul ation and tapered insulation, multi-ply built-up roof system with hot asphalt bi tumen, sheet metal fabrications, and roof accessories. The evaluation are, in d escending order of importance: (1) Experience, Qualifications, and Capabilities of Key Personnel (Full Time On-Site Superintendent and Project Manager). This fa ctor considers the quality of the offeror's past performance in carrying out wor k of a similar nature with reference to such considerations as timeliness, and t echnical success. This factor will consider experience in the successful complet ion of the installation of multi-ply roof system with hot asphalt roof systems o f at least 90,000 square feet in size in the past 3 years. Technical evaluation will be based on responses to the questionnaire which will be a paart of the req uest for proposal. Award of this contract is contigent upon successful negotiat ions of a reasonable price. However, award may be made without discussions.
