This proposed contract is being considered as a 100 percent set-aside for HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS) and MINORITY INSTITUTIONS (mis), as defined by the clause at 252.225-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and Mis should provide the contracting office as early as possible, but not later than 01 May 1997, evidence of their eligibility as an HBCU or MI, and a firm-fixed price proposal to develop the Automated Container Load Planner software, and an estimate date of completion. If adequate response is not received from HBCUS and MIs, this request for Proposal will be canceled without further notice. Remarks: (1) The current automation tool, Munitions Transportation Management System (MTMS) provides automated interfaces with shippers, ports and customers. The automation system is oriented towards breakbulk movements and is not conductive to identifying containerized munitions shipments. Off-line (nonautomated) actions must be taken to identify container requirements. This often results in inaccurate and/or untimely identification of requirements. Required results of the development of software to automate ... container load planning process. Remarks (2): The model will determine individual, compatible container load plans for preferred and alternate type containers. The model will calculate the number of containers required to transport the munition requirements. The software product will identify the necessary blocking and bracing materials required. (0079)
