Naval Air Systems Command (NAVAIRSYSCOM) intends to award a delivery
order to the Northrop Grumman Corporation, Bethpage New York for the
development of a 9,000 flight hour Time Compliance Requirement (TCR)
modification design. The 9,000 flight hour TCR modification design
shall incorporate structural enhancements identified as a result of a
full-scale fatigue test. This effort shall continue the design effort
previously contracted for and now nearing completion by including
additional TCR elements and validating design by test. The 9,000 flight
hour TCR modification effort will also procure kits for
validation/verification. Northrop Grumman Corporation, as the designer,
developer, and sole producer of F-14 aircraft, is the only known source
available to provide the effort in the time frame required. See note
