synopsis/solicitation for commercial items prepared in accordance with
the format FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. 1425-97-SP-10-14190
is issued as a Request for Proposals (RFP) and incorporates provisions
and clauses in effect through Federal Acquisition Circular 90-45. This
acquisition is a total small business set-aside. The size standard is
750 employees and the standard industrial classification code is 3531.
The Yakima Field Office, Yakima, Washington has a fixed price
requirement for furnishing and delivery of the following items: CLIN
0001 -- 1 each, Excavator, equal to or better than John Deere Model
590D with the following salient characteristics: General: Weight cannot
exceed 35,000 lbs with fuel tank full and bucket attached, Width cannot
exceed 9 ft. 6 in., Minimum digging depth of 21 ft., Minimum reach at
ground level of 30 ft.; Engine: Altitude-compensating turbocharged
diesel engine, Minimum rated at 95 hp, Radiator trash screen, Cold
weather (ether) starting aid, Oil cooler; Hydraulic System: 5 spool
control valve (5th valve for auxiliary attachment function), Compatible
with quick disconnect attachments; Swing Mechanism: Automatic hydraulic
lock swing brake; Undercarriage: Permanently lubricated track rollers,
idlers, and sprockets with floating seals, Hydraulic propel motors
with planetary drives for each track (A) multiple-disk brakes with
automatic release during travel and application when stationary, Propel
motor and hydraulic line shields, Variable travel speed; Boom and Arm:
Centralized lubrication system, Dirt seals on all bucket pins, Set up
for bucket with thumb and hydraulic hammer attachments;
Upperstructure: Fully enclosed swing gears, Right and left-hand
mirrors, Work lights -- (A) one light on frame, (B) one light on boom;
Tracks: Sealed track chain, Hydraulic track adjustment with shock
absorbing recoil springs, Hardened rolled alloy track shoes, Minimum
28" wide triple grouser track shoes; Cab: Hydraulic system lockout for
entry and exit from cab, Centralized monitoring alarm system with the
following indicators (A) air cleaner restriction warning light, (B)
alternator charge indicator light, (C) automatic idle indicator light,
(D) engine coolant level light, (E) engine coolant temperature gauge,
(F) engine coolant temperature warning light w/alarm buzzer, (G)
engine oil pressure warning light w/warning buzzer, (H) fuel gauge, (I)
hydraulic oil level light, (J) low fuel indicator light, (K) hourmeter,
(L) work lights "on" indicator light, Automatic idle mode for digging
and travel, Front windshield wiper, Horn, Interior light, Positive
position hand throttle, 20,000 Btu/hr heater, Defroster fan; Seat;
Controls: Two lever control for swing, boom, arm and bucket, Plumbed to
standard dual joy stick backhoe controls; Vandal protection: Built in
lockson machine covers, fuel cap and door locks; CLIN 0002 -- 1 each
quick coupler to match all buckets and attachments; CLIN 0003 -- 1 each
hydraulic hammer; CLIN 0004 -- Bucket, 1 ea. Heavy-duty plate lip
bucket, 24 inches in width, minimum 1/2 cu. yd. capacity, with rock
teeth, T-1 steel sidecutters, two piece moldboard, and heavy duty wear
strips mounted with matching bucket thumb; CLIN 0005 -- Length cannot
exceed 28 ft. in lowest height position; CLIN 0006 -- 24 volt with
alternator electrical system; CLIN 0007 -- Heavy duty fuel filter; CLIN
0008 -- Hydraulic cushion at each end of arm cylinder; CLIN 0009 --
Hydraulic cushion at rod end of boom and bucket cylinders; CLIN 0010 --
Minimum variable swing speed 0 to 10 rpm; CLIN 0011 -- toolbox; CLIN
0012 -- Tracks with front and center track guides; CLIN 0013 -- Cab
isolation mounted; CLIN 0014 -- Cab sound protected; CLIN 0015 -- air
conditioning; CLIN 0016 -- Adjustable seat with armrests; CLIN 0017 --
Bucket,1 each general purpose plate lip bucket, 36 in. width, minimum
0.75 cu. yd. capacity, with clay teeth, not to exceed 1100 lbs. in
weight. CLIN 0001 -- 0004 are required for award. CLIN 0005 -- CLIN
0017 are items that are not required but are desired. The award will be
all or none for items 0001 -- 0004 and any additional items if we
decide to purchase them. We anticipate using this item frequently and
require that the service center be within a 25 mile radius of the
Yakima Field Office located at 1917 Marsh Rd. Yakima, Washington 98901.
The following FAR provisions and clauses apply to this acquisition:
52.212-1 Instructions to Offerors -- Commercial Items (OCT 95),
52.212-2 Evaluation -- Commercial Items (OCT 95), 52.212-3 Offeror
Representations and Certifications -- Commercial Items (JUN 96),
52.212-4 Contract Terms and Conditions -- Commercial Items (AUG 96),
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (AUG 96). Clause 52.215-5,
paragraph (b) is tailored to incorporate the following clauses by
reference: 52.203-6 with Alternate 1, 52.203-10, 52.219-8, 52.219-14,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-18, and
52.225-21. The Government intends to make a best value buy to the
responsible offeror whose offer is most advantageous to the Government.
Evaluation will include price, price-related factors, verification that
the offer meets the required technical specifications, past performance
(submit 3 references that have purchased the same or similar items,
Government customers preferred and then commercial customers),
verification that a service center is within 25 mile radius of the
Yakima Office, and the merits of the desired characteristics. The
Government reserves the right to award on items that meet the salient
characteristics as well as the desired items if they are determined to
be worth the additional cost. Each offeror needs to submit a price
breakdown which shows the additional costs of the desired items. The
Government may pick and choose between these desired items if the value
of the item is determined to be worth the cost. Offerors are to include
a completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items (MAR 96), with the RFP.
Offerors may request a copy of this clause to be faxed to them. The
closing time and date for receipt of proposals is close of business,
April 7, 1997, local time. Offers are to be mailed to the following

this synopsis/solicitation shall do so in writing. Telephone responses
