This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DACW35-97-B-0018. This acquisition is issued as an invitation for bid (IFB). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-44. This solicitation is set aside for 100% small business. The associated standard industrial classification code is 3681. The small business size standard is 500 employees. The stone for all line items must be provided from a Corps of Engineers approved source. The FAR Clause 52.211-16, Variation in Quantity has been incorporated by reference. The permissible variation is 10% increase/decrease and applies to all the line items. The following is a list of contract line itemnumbers and items, quantities and units of measure. CLIN 0001 -- Core Stone, 1,500 Ton, Graded, 14'' to 20'' in size, lower limit 250 lbs, upper limit 600 lbs, evenly graded. CLIN 0002 -- Core Stone, 500 Ton, Graded, 8'' to less than 14'' in size, lower limit 30 lbs, upper limit less than 250 lbs. CLIN 0003 -- Cover Stone, 6,000 ton, Graded, 4' to 6' in size, lower limit 5 ton, upper limit 15 ton with 75% greater than 20 ton. SHIP TO for CLINS 0001 through 0003: North End of EDC Dock at Ontonagon, Michigan. CLIN 0004 -- Cover Stone, 2,000 Ton, Graded, 4' to 6' in size, lower limit 5 ton, upper limit 15 with 75% greater than 10 ton. SHIP TO for CLIN 0004: Lily Pond Harbor of Refuge, 7 Miles North of Hancock, Michigan on M-203. The stone shall be delivered for CLINS 0001 through 0004 by 1 June 1997. The provision at 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition. The offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, which is available upon request by faxing to Marilyn Hill at (313) 226-2209. The following clauses/provisions apply to this acquisition: 52.212-4, Contract Terms and Conditions -- Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Bids may be submitted on Standard Form (SF) 1449 or letterhead stationery and must indicate the solicitation number, bid opening date and time, name, address, and telephone number of the bidder. This will be a firm fixed price contract. The contracting officer will make award in accordance with FAR Provision 52.214-10, Contract Award Sealed Bidding. Award will be made without discussions to the responsive/bidder whose bid, conforming to this solicitation will be most advantageous to the Government considering price and price related factors. The bidders must hold bid prices for not less than 60 days from the bid opening date. Any bid that fails to furnished the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration.
