US Army's OPTEC Contracting Activity has a requirement for the
Development of an Airborne Position Location System (PALLS). Method of
procurement will be the Two-Step Sealed Bidding, In Accordance With
(IA) FAR CUPBOARD 14.5. The PALLS is to integrate Global Positioning
System hardware, Commercial Off The Shelf (COTS) Automated Data
Processing Hardware and Software to provide the Government with a
special application position location system that can be utilized on
both personnel and equipment airdrops. The successful provider of this
system will be required to integrate COTS hardware, modify that
hardware and write special software to provide a functioning system.
The Government does not require the provider to utilize any specific
equipment, other than that stated in paragraph three of the Statement
of Work (SOW), and prospective vendors are encouraged to offer
alternatives to the solution. The Government's minimum requirement for
the Global Positioning System (GHOST) is identified in paragraph three
of the SOW. Step One of the Two Step Sealed Bidding is to solicit at no
cost to the Government, Technical Proposals, WITHOUT prices or pricing
information. In the Second Step, only bids based upon technical
proposals determined to be acceptable, either initially or as a result
of discussion will be considered for award; and each bid in the second
step must be based on the bidder's own technical proposals. Offerors
should submit proposals that are acceptable without additional
explanation or information. The Government may make final determination
regarding proposal's acceptability solely on the basis of the proposal
as submitted, and the Government may proceed with the second step
without requesting further information from any offeror. Proposals
shall be categorized as: Acceptable or Unacceptable. A notice of
unacceptability will be forwarded to the Offeror upon completion of the
proposal evaluation and final determination of unacceptability. Only
ONE Technical Proposal may be submitted by each Offeror.Evaluations
shall be based on the criteria in the Evaluation Clause. This is a Firm
Fixed Price Contract. It is 100% Set-Aside for Small Business Concerns.
All requests are to be made in writing. No telephonic requests will be
