The Navy requires one each Materials Tester, Brand Name manufacturer Rheometric Scientific, Inc., Minimat 2000 Miniature Materials Tester, Part Number 2000, or Equal, in accordance with NSWC Crane salient characteristics. The tester shall perform tensile, shear, and compression analysis on miniature metallic components and very small samples (milligrams) of explosives, pyrotechnics and propellants. A data handling system shall also be provided for test data collection, calculations and storage in a spreadsheet-compatible format. Load range required from 0.02 to 1000 Newtons; crosshead speed range of 0.01 to 100 millimeters/minute is also required. Delivery is required F.O.B. Destination to Crane within 30 days after contract award. A fixed priced purchase order will be awarded using Simplified Acquisition Procedures (SAP). It is anticipated that a formal Request for Quote will be issued. In a SAP, this procurement is exclusively reserved for Small Business concerns in accordance with FAR clause 52.219-6.
