D -- GSA SCHEDULE BUY OF DOD-WIDE ANTI-VIRUS SOFTWARE LICENSES POC Mark Bogart, Contracting Officer (703) 607-6920 The Defense Information Systems Agency (DISA) intends to procure, using GSA's Federal Supply Schedules (covered by the provisions of FAR Part 8) one (or more) DoD-Wide Perpetual Anti-Virus Software Enterprise License(s). This will include software maintenance support and is intended to protect all DoD owned PC's, and PC's operated by DoD Employees at their workplace and at home, in both standalone or network environments. This is a non-mandatory DoD follow-on requirement to the following existing DoD-wide licenses: a contract with Norman Data Defense Systems for their own software and a GSA Schedule delivery order with Indelible Blue Inc. (reselling IBM's enterprise version of antivirus software). More information on these can be obtained at DISA's Global Operations Support Center (GOSC) ASSIST website: http://www.assist.mil/ASSIST/avirus.html (primarily for DoD customer software download and reference purposes). Separate one year license agreement(s), effective 1 October 1997, will be signed between DISA and the software manufacturer(s) giving the Government priced, but non-binding options for future renewal of up to four additional years. These will be predicated on interested parties receiving independently negotiated GSA Schedule awards each year which would be available for future ordering by DISA and also predicated upon performance. DISA's award will be negotiated and made to the party (or parties) that meets DoD's needs on a best value basis. Interested parties are encouraged to establish a contract with GSA off of GSA's Open B/C Schedule solicitation, downloadable at the following web site: http://www.arnet.gov/gsa_fss/70_bc/. This separate award process should take no longer that 6-8 weeks to complete. Award by DISA is anticipated on, or before 1 July 1997. This announcement is not being published to satisfy any requirement of FAR Part 5, but is being done to: promote DISA's leadership role in Information Security (INFOSEC) for DoD, encourage contracting opportunities in a fair and open environment, and to gain better access to all of the best anti-virus products and solutions available in the commercial marketplace.
