The Division of Basic Sciences (DBS) intends to procure data base programming services in order to maintain and enhance its existing system for managing laboratory staff, resources, and scientific review, scheduling, and tracking. Due to the intricate nature of NCI laboratory resources planning process and the technical issues of linking the current data base with other NCI systems to rapidly meet the DBS operational needs. BaseTen is considered the only source who can maintain and enhance the system as they (BaseTen) is the original designer of the current DBS data base and also has designed several NCI grants management systems. This is not a request for competitive proposals, as no solicitation will be issued. However, Vendors who believe they can meet the Government requirement may submit their qualifications. The submission must be in writing and must contain sufficient detail so that a determination can be made regarding meeting the Governments requirement.
