Herting Pension Benefit Guaranty Corporation (PBGC) intends to award a competitive Labor Hour type contract for auditing services on PBGC Trusteed Plans. Among audits to be performed are those related to plan assets and participant data used to calculate benefits. These activities are performed pursuant to the IOD Online Manual. Plan assets must be audited and valued in accordance with PBGC regulations. Plan assets may include marketable securities, real property, insurance contracts, unpaid employer contributions and other assets for which there is no ready market. The purpose of the participant data audit is to verify and/or reconstruct the individual participant data needed to calculate plan benefits and PBGC guaranteed benefits in accordance with PBGC regulations. PBGC is also responsible for calculating estimated guaranteed benefits for participants entitled to immediate benefits. These calculations are performed pursuant to plan documents, subject to any limitations in Title IV of ERISA. This effort is to provide assistance to PBGC in carrying out the above functions. The objectives of this effort is to expand the PBGC's capacity to perform plan audits, which consist of Asset audits, Pension Plan audits, Source Documents audits, Participant Data audits. These activities are high Corporate priorities. It is anticipated that the period of performance for the base year will be from October 1, 1997 thru September 30, 1998 with four (4) one-year options for renewal.
