Hoffman, Procurement Representative, (415) 768-2467. Bechtel National,
Inc., acting as agent for the US Army Corps of Engineers on the
Chemical Stockpile Disposal Program (CSDP), intends to competitively
solicit 1 Projectile Deformation Equipment (PDE), with options for 2
additional PDEs that may be exercised through the year 2000. The PDE
consists of a deformation press, hydraulic power unit, scale
receptacle, controls and control panel. The deformation press is
comprised of modular, double acting hydraulic cylinder assemblies to
deform 4.2-inch/105-mm, 155-mm, and 8-inch munitions. The hydraulic
double acting cylinders shall be ENERPAC Models RR506, PR-1006, and
PR-1506 rated at 10,000 psi with up to 150 ton capacity. The hydraulic
power unit shall be a packaged unit, capable of supplying hydraulic
fluid to the cylinders of the projectile deformation press. Hydraulic
fluid shall be supplied by a fixed-displacement pump designed for 2.0
gpm at 5,000 psi and 1.8 gpm at 10,000 psi. The contractor shall
fabricate, test, and deliver the deformation press and hydraulic power
unit as a build to print. Additional equipment for a complete and
operable PDE shall be designed, manufactured, tested and delivered in
accordance with the performance requirements given in the
specification. This includes the PLC control system, control panel,
scale/residue receptacle and munitions backstop. The PLC shall be
programmable on-line or off-line through a personal computer and
communicate with an Allen-Bradley Data Highway Plus (DH+) local area
network. In addition, calculations are required to: confirm the seismic
structural design (per ICBO Uniform Building Code, Seismic Zone 3,
Importance Factor l=1.0); provide a Reliability, Availability, and
Maintainability (RAM) analysis (for a system availability of 90% or
greater) and provide a Mean-Time-to-Repair (MTTR) analysis. Delivery
will be required approximately 7 months after award. This procurement
is unrestricted with regard to business size. Evidence of shop capacity
and capability to perform projects of this size, type, and complexity,
on schedule, will be required. This solicitation will be issued
approximately 21 April 1997 and RFP closing will be approximately 30
days thereafter. A copy of this solicitation will be forwarded to all
