This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is IRSNO-97-R-00038, issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-43. (iv) The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with CompuWare Corporation a contract to acquire below-listed proprietary software, for which CompuWare is the only responsible source. The standard industrial classification code (SIC) is 7372, and the small business size standard for that SIC is $18 million. (ix) In lieu of applying FAR 52.212-2, Evaluation -- Commercial Items, to this acquisition, the software will be evaluated to confirm compliance with manufacturer specifications.
