The National Institute of Child Health and Human Development (NICHD) is planning to award a contract with Pasteur Institute, Ho Chi Minh City, Vietnam using other than full and open competition to conduct a phase 3 clinical trial of Vi-rEPA vaccines in Dong Thap Province, Vietnam. The determination to use other than full and open competition was made in accordance with 41 USC 253 (c)(1) and is based upon the following factors: 1) NICHD has already conducted phase 1 and 2 studies of Vi-rEPA conjugate vaccines in adults and children in Cao Lanh District, Dong Thap Province. 2) the existing health system provides favorable infrastructure for conducting a fever surveillance, 3) the local health staff are capable to follow the protocol in completing the data forms, obtaining specimens, and transporting the specimens to the laboratory. The purpose of this synopsis is to determine whether there are other sources with the requisite qualifications to perform the work described above.
