to provide Command, Control, Communications, and Computer (C4)
Services at Vandenberg AFB (VAFB), Santa Barbara County, California.
Services will include base level computer support, WAN and LAN
information transfer, maintenance and operation of DoD computers,
radios and communications centers, interface with the FCC, operation
and maintenance of voice and data switching systems, local and long
haul leased communications services, land mobile radio and pager
systems, cellular telephones, and other commercial communications
services. Contractor shall also operate and maintain the base's Base
Network Control Center (BNCC), Management Information Presentation
Centers, Publication Distribution Library, Base Information Transfer
Center, common-user telephone systems, and communications-computer
systems inventory management. The contract to be awarded will be for a
portion of FY98 (beginning approximately Apr 98) and four one-year
options beginning in Oct 98. If sufficient small businessesrespond,
this acquisition may be set aside for small business participation only
under SIC code 4813, size standard 1500 employees. Small business firms
must submit a qualifications statement demonstrating competence and
qualification necessary for satisfactory performance of the type of
services required. Potential offerors are requested to provide examples
of relevant Government or commercial past and present work. Such
examples should include contract number, dollar value, work
description, period of performance, customer program manager and phone
number. This notice is to advise of a draft RFP package to be mailed
to respondents in April 97. If your firm desires a copy of the draft
RFP, respond in writing to the contracting officer (you may send your
request by telefax to (805)922-1703). Potential offerors may choose to
participate in brief one-on-one discussions with the Air Force in
mid-April 97 to discuss the draft RFP. Details will be provided in the
draft RFP and specific dates and times will be arranged with each
requesting firm. Potential offerors may also submit written questions
or suggestions which will be evaluated for incorporation into the final
RFP but which may not be answered separately. The final RFP may also
reflect other revisions. The final RFP is planned for release during
July 97 and will be advertised in advance by a separate notice in the
CBD. Potential offerors must submit an additional request in response
to the CBD notice of the final RFP in order to receive the final RFP.
For all reswponses, potential offerors must supply their complete
mailing address in writing, including their Zip + Four (9-digit)
Zipcode -- this information is required for all outgoing official US
mail from VAFB. Written requests for a copy of the draft RFP should be

is being issued in accordance with OMB Circular A-76, and Federal
Acquisition Regulation (FAR) 7.3, (Contractor versus Government
Performance). If, after cost comparison, Government performance is
determined to be more advantageous, this solicitation will not result
