Procurement for Communication Central, AN/MSN-7 Contractor Logistics
Support (CLS). ESC is planning to procure CLS for 19 AN/MSN-7, for two
years and two one year options. The effort will require the CLS
contractor to initially provide full manpower and materials for repair
and maintenance of non-warranted work for the AN/MSN-7 for the first
year, followed by full repair and maintenance (including spares) of the
Government AN/MSN-7s for the following year(s). The AN/MSN-7 is
designed for mobile land based operations, is air transportable, and is
intended to provide rapid setup capability for support of air
operations. The AN/MSN-7 is self contained in two 4-wheel drive high
mobility multi-purpose wheeled vehicles (heavy variant). The AN/MSN-7
contains an air traffic control central facility in an
environmentally-controlled extendible roof shelter. The AN/MSN-7 is
currently being produced by Tracor Aerospace Inc, Austin, TX. CLS will
not be required on either vehicles or generator. A technical drawing
package will not be available to any competitor until approximately
April 1998. Interested firms should respond by indicating their ability
to meet the following screening criteria and have the capability and
background to perform the following specific tasks: 1) Provide CLS
beginning no later than 1 November 1997. 2) Have or be able to acquire
AN/MSN-7 experience, and the ability to perform the supply and support
functions on Air Force equipment. 3) Provide AN/MSN-7 CLS on-call
technical support for fault isolation diagnostics, and supply/support
as necessary. 4) Prescreen incoming failed AN/MSN-7 items to analyze
defective, failed or damaged components and test and verify failure in
accordance with approved acceptance test procedures. 5) Repair and
maintain AN/MSN-7 hardware/software. 6) Maintain AN/MSN-7
hardware/software configuration control and a spare parts inventory and
records of the supply/support actions. 7) Provide USAF/DoD
supply/support documentation. 8) Expedite replenishment for critical
failure items on operationally deployed AN/MSN-7 systems at austere
locations and be able to respond to service calls on a 24 hour basis.
9) Transition supply/support to a Government facility or another
contractor. 10) Provide data in support of the above activities.
Interested firms are requested to submit statement of their
qualifications, along with supporting documentation to ESC/TGK, 11
Eglin Street, Hanscom AFB, MA 01731-2120, Attn.: Capt. Rob Dumo.
Responses must be received no later than 30 days after the date of this
publication, and shall not exceed ten (10) pages. The Government
anticipates award of the contract on or about 1 November 1997. This
synopsis is for information and planning purposes only, does not
constitute a Request For Proposal, does not restrict the Government as
to the ultimate acquisition approach, nor is this synopsis to be
