202-482-1512 The NATO C3 Agency invites bids for the acquisition of
Technical Services in support of NATO C3. The project is an attempt to
consolidate the diverse requirements for consultant support for
infrastructure programmes and the scientific programme of work under
one ordering contract which will facilitate the placing of orders and
the administration and accounting of the consultancy requirement. The
design of the contract will allow for expansion to provide a mechanism
for other NATO and national bodies to place orders as needed. The
purpose of the Technical Services Contract is to secure support on an
as-required basis in the following six areas: (1) Operations Research,
(2) Communications and Networks, (3) Information and Message Handling
Systems, (4) Information Security (INFOSEC), (5) Network and Systems
Management, and (6) System Integration. The NC3A is seeking to award a
contract to a firm, joint venture or consortium which can provide
highly qualified personnel in all areas. It is expected that
themajority of the support would be required to be performed at the
Agency locations in Brussels, Belgium and The Hague, Netherlands.
However, due to the fact that NATO encompasses a large geographic area,
bidders must be able to demonstrate that they can provide rapid and
cost effective support in all the NATO member nations. Bidders shall
also be able to demonstrate that they possess extensive knowledge and
experience in the six areas set forth above as they apply to military
organizations, and especially to NATO. The IFB package will not contain
any classified materials. However, the contract may require contractor
personnel to have access to classified materials and sites at all
levels, so applicants must be able to obtain security clearances in
order to perform the Contract. It anticipated that the IFB will be
issued by 14 April 1997 with a Bid Closing Date of 30 May 1997 and
contract award by 01 August 1997. All applicants must be certified to
compete in NATO ICB by the U.S. Department of Commerce, Officeof
