HQ Air Force Space Command at Peterson AFB CO seeks potential sources under OMB Circular A-76 to perform a variety of non-personal services. Services for outsourcing under this action include management of the Maintenance Data center, the Technical Order (TO) Library, and the Material Control center. The management of the Data Maintenance and TO Library will be performed at Vandenberg AFB CA, F.E. Warren AFB WY, Malmstrom AFB MT, and Minot AFB, ND. The management of the Material Control center will be performed only at Minot AFB ND. The Maintenance Data center is responsible for the tracking of missile maintenance history, missile maintenance teams, and equipment and vehicle status availability. The center troubleshoots computers for base activities that us the Improved Maintenance Management Program (IMMP). The center is responsible for the Expanded Minuteman Data Analysis System (EMDAS) and performs data transfers, file dumps and prepares Partial Mission Capable (PMC) reports and Non-Mission Capable reports. The center is responsible for the Core Automated Management Systems (CAMS) (F.E. Warren AFB and Malmstrom AFB only), providing CAMS training, maintaining CAMS computer listing, preparing difficulty reports, and processing System Advisory Notices (SAN). The center performs data analysis by retrieving and analyzing data and controls the Maintenance Analysis Referral (MAR) program. The second service sought under this notice is the management of the TO Library. The TO Library is responsible for operating and maintaining the Technical Order Distribution Office (TODO), Technical Order Dispatch Library (TODL), and technical order sub-located accounts. The TODL also receives and reviews requirements and reviews technical order dispatch kits. The last service sought under this notice is the management of the Material Control center at Minot AFB ND. The Material Control center manages general supply parts ordering and distribution in support of missile maintenance crews. Sources interested are required to respond to this notice no later than 18 Apr 97.
