(i) SCHEDULE -- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). Proposals are due on or before 07 Apr 97, 12:00 p.m.HST. Proposal envelope is required to be marked with RFP number and closing date and time. This procurement is reserved for small business concerns with a size standard of $5 million under Standard Industrial Code 8999. A site visit is scheduled for 27 Mar 97, 9:00 a.m. at the 15th Contracting Squadron, Building 1201, Hickam AFB, Hawaii. Notify Sharon Gault at (808) 449-6860 ext 216 if you plan to attend. Offerors are encouraged to attend as the new commercial procedures and clauses for services will be discussed at this time. (ii) STATEMENT OF AGENCY NEEDS -- The contractor shall provide all parts, labor, equipment, and materials to furnish and install wall to wall carpet to include pad (3/8" or 1/2" high density polyurethane foam, or approved equal) tack strip, vinyl rubber molding, and metal edge strip as required in various Military Family Housing units at Hickam AFB, Hawaii. Padding shall be installed using tack strips, glue is not to be used. The floor plans will vary in size and will require an average of approximately 100 sq. yds to be carpeted per dwelling. The government cannot provide a schedule for which or how many floor plans will be carpeted. Carpet installations will be limited to the ground level of any housing unit to include the living areas and stairs (in 2 story dwellings). In addition to furnishing and installing carpet the contractor is required to vacuum the entire carpeted area. Work may also include moving and replacing furniture and sanding or shaving doors to allow for easy opening and closing. All work to be accomplished in accordance with manufacturers recommendations. The contractor shall be responsible for any permit and fee requirements in accordance with local, state, or federal regulations. Period of performance will begin 21 Apr 97 (or date of award) through 30 Sep 97, with one option year. A written notice to exercise the extension of services will be provided not less than 30 days prior to expiration of the existing contract. This will be an indefinite-quantity contract. The guaranteed minimum quantity of work will be initiated by a blanket task order and will not be less than $100,000 for the base period only. (iv) TERMS AND CONDITIONS -- The Contracting Officer will issue a blanket task order within 10 days after award of contract. Orders may be issued orally, by facsimile, or by mail. Contractor shall begin work within 7 days after receipt. Units will be assigned to the contractor on an "as they become available" basis. A unit is defined as a single family dwelling. No more than 8 units per day will be given to the contractor. The contractor shall have 2 daysto complete a unit. Normal work hours are from 7:00 am to 4:00 p.m., Monday through Friday, excluding Federal Holidays. Requests to work other than normal hours must be submitted in writing and approved by the Contracting Officer or their designated representative. (v) PROVISIONS AND CLAUSES -- The following FAR provisions are applicable to this solicitation: 52.212-1, Instruction to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items, for the purposes of this clause the blank(s) are completed as follows, (a)(1)Technical/manning expertise, (2) Past performance, (3) Quality of products, to include a sample of all "equal" materials offered, and (4) Price/Cost; (b) Technical/manning expertise, past performance, and quality of product are of equal importance and when combined, these areas are more important than cost/price.
